    تهدف ﻫﺎﺗﻪ ﺍﻟﻮﺭﻗﺔ ﺍﻟﺒﺤﺜﻴﺔ ﺍلى ﺗﺴﻠﻴﻂ ﺍﻟﻀﻮﺀ ﻋﻠﻰ ﺍﺣﺪ ﺍﻻﻟﻴﺎﺕ ﺍلجﺪﻳﺪﺓ ﻹﺩﺍﺭﺓ ﺍﺘﻤﻌﺎﺕ ﻓﻠﻘﺪ ﺃﺣﺪﺙ ﺍﻟﺘﺤﻮﻝ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻲ ﺛﻮﺭﺓ ﺍلى ﺍﻻﺩﺍﺭﺓ ﻹﻟﻜﺘﺮﻭﻧﻴﺔ في ﺍلمﻔﺎﻫﻴﻢ ﺍﻹﺩﺍﺭﻳﺔ ﺍﻟﺘﻘﻠﻴﺪﻳﺔ ﻭﺃﺳﻬﻢ ﺇﺳﻬﺎﻣﺎ ﻛﺒيرﺍ في ﺗﻄﻮﻳﺮ ﺣﻴﺎﺓ ﺍﻷﻣﻢ ﻭﺍﻟﺸﻌﻮﺏ ﻭﺫﻟﻚ ﺑﺎﻻﻧﺘﻘﺎﻝ ﻭﺍﻟﻘﻀﺎﺀ ﻋﻠﻰﻛﻞ ﺃﺷﻜﺎﻝ ﻋﻤﻞ ﺍﻹﺩﺍﺭﺓ ﺍﻟﺘﻘﻠﻴﺪﻳﺔ ﺍﻟتي ﻛﺎﻧﺖ ﻗﺎﺋﻤﺔ ﻋﻠﻰ ﺍﻟﺘﺪﻭﻳﻦ ﺑﺎﺳﺘﻌﻤﺎﻝ ﺍﻟﻮﺭﻕ ، ﻭﺗﺮﺗﻜﺰ ﻫﺬﻩ ﺍﻟﺘﻘﻨﻴﺔ ﻋﻠﻰ ﺗﺒني ﺍﺳﺘﺮﺍﺗﻴﺠﻴﺔ ﺍﻟﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ.ﻭﺑﺪﻭﺭﻫﺎ ﺑﺎﺷﺮﺕ ﺍلجﺰﺍﺋﺮ ﺗﻨﻔﻴﺬ ﺳﻴﺎﺳﺘﻬﺎ ﺍﻟﺮﺍﻣﻴﺔ ﺇلى ﺇﺩﺧﺎﻝ ﺇﺻﻼﺣﺎﺕ ﻛﺒيرﺓ في ﻋﺪﻳﺪ ﺍﻟﻘﻄﺎﻋﺎﺕ ﻣﻦ ﺃﺟﻞ ﺇﺻﻼﺡ ﺇﺩﺍﺭﻱ ﻳﺘﻤﻴﺰ ﺑﺎﻟﻌﺼﺮﻧﺔ، ﻭﺍﻻﻧﺘﻘﺎﻝ ﺷﻴﺌﺎ ﻓﺸﻴﺌﺎ ﻣﻦ ﺍﻟﻮﺿﻊ ﺍﻟﺘﻘﻠﻴﺪﻱ ﻟﻺﺩﺍﺭﺓ ﺍلجﺰﺍﺋﺮﻳﺔ ﺇلى ﺍﻟﻮﺿﻊ ﺍﻟﺮﻗﻤﻲ ﺑﺘﺒني ﺗﻄﺒﻴﻖ ﻧﻈﺎﻡ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔﻭ ﻣﻨﻪ ﻫﺪﻓﻨﺎ ﻣﻦ ﺧﻼﻝ ﻫﺬﻩ ﺍﻟﻮﺭﻗﺔ ﺍلى ﺍﻳﻀﺎﺡ ﺍﻟﻌﻼﻗﺔ ﺑﻴﻨﻬﻤﺎﺍﻟتي ﻧﺘﺞ ﻋﻨﻬﺎﻋﻨﻪﺇﻋﺎﺩﺓ ﺑﻨﺎﺀ ﺍﻟﻌﻤﻠﻴﺎﺕ ﺍﻹﺩﺍﺭﻳﺔ ﺑﺸﻜﻞ ﺇﻟﻜﺘﺮﻭنيﺍﺩﻯ ﺍلىتحﻘﻴﻖ ﺍﻟﺴﺮﻋﺔ في ﺍلمﻌﺎﻣﻼﺕ ﺍﻹﺩﺍﺭﻳﺔ ﻭﺍلحﻔﺎﺽ ﻋﻠﻰ ﺳﺮﻳﺔ ﻭﺳﻼﻣﺔ ﺍلمﻌﻠﻮﻣﺎﺕ ، ﻭﺗﻜﺮﻳﺲ ﺍﻟﻌﺪﻳﺪ ﻣﻦ ﺍلمﺒﺎﺩﺉ ﺍﻹﻧﺴﺎﻧﻴﺔ...ﺍلخThis research paper aims to shed light on one of the new mechanisms for managing societies. Technological transformation has revolutionized traditional administrative concepts and contributed greatly to developing the lives of nations and peoples by moving to electronic administration and eliminating all forms of traditional administration work that were based on writing down using paper. This technology is based on adopting a digital transformation strategy. In turn, Algeria began implementing its policy aimed at introducing major reforms in many sectors in order to achieve administrative reform characterized by modernity, and to move little by little from the traditional mode of Algerian administration to the digital mode by adopting the application of the electronic management system, and from this, our goal, through this paper, is to clarify the relationship between them that resulted. Rebuilding administrative processes electronically led to achieving speed in administrative transactions, preserving the confidentiality and integrity of information, and devoting many humanitarian principles...etc.
