تعتمد الإدارة الإلكترونية على استخدام الحواسيب والبرمجيات المتخصصة لتنفيذ المهام الإدارية بشكل أكثر فاعلية وكفاءة، وتعتبر رقمنة الإدارة المحلية في الجزائر من أهم آليات تطوير علاقة المواطن بالإدارة وتحسين خدمتها العامة المقدمة لهم، حيث تم الشروع في وضع عدة آليات لتطوير الإدارة وتكييفها مع التقدم التكنولوجي، على غرار رقمنة مصلحة الحالة المدنية وكذلك إصدار جواز السفر والبطاقة الوطنية البيومتريين، لكن هذا لم يمنع ظهور بعض الصعوبات والعراقيل التي تحد من نجاح الإدارة الإلكترونية، وعليه لابد من الحكومة الجزائر تشجيع التحول من الإدارة التقليدية إلى الإدارة الإلكترونية وتعميم استخدام التكنولوجيا في الوظائف الإداريةElectronic administration depends on the use of computers and specialized software to carry out administrative tasks in a more effective and efficient manner. The digitization of local administration in Algeria is considered one of the most important mechanisms for developing the citizen’s relationship with the administration and improving its public service provided to them. Several mechanisms have been initiated to develop the administration and adapt it to technological progress. Similar to the digitization of the Civil Status Department, as well as the issuance of the biometric passport and national card, but this did not prevent the emergence of some difficulties and obstacles that limit the success of electronic administration, and therefore the Algerian government must encourage the transition from traditional administration to electronic administration and generalize the use of technology in administrative functions
