عالج هذا البحث موضوع النظام القانوني لعلاقة الإدارة بالمواطن في ظل الإدارة الالكترونية، فقد أجاب على الإشكالية التالية: فيما تتمثل علاقة الإدارة بالمواطن في ظل الإدارة الالكترونية؟ الفصل الأول منه عالج النظام القانوني لعلاقة الإدارة بالمواطن، أما الفصل الثاني تناول علاقة الإدارة الالكترونية بالمواطن. وقد توصل الباحث إلى الدور الفعال الذي ساهمت من خلاله الإدارة الالكترونية الى احداث تغيير وثورة تكنولوجيا في ممارسة النشاط الإداري بشكل حديث يسهل التقرب إلى المواطن في مختلف القطاعات والهيئات الإدارية،وإيجاد حلول واقعية والعمل على تحسين وتوطيد العلاقة أكثر مما كانت عليه في السابق. وقد أكد هذا البحث في توصيات بإجبار المواطن على ضرورة الاستغلال العقلانيللممتلكات لضمان الاستمرارية وحَثْ المشرع على إنشاء قانون خاص بالإدارة الالكترونية يتضمن حقوق واجبات وإجراءات حديثة التطبيق. This research has dealt with the issue of the legal system for the relationship of administration with the citizen under electronic administration. The first chapter has dealt with the legal system for the relationship of administration with the citizen, while the second chapter has dealt with the relationship of electronic administration with the citizen. Wehave reached the effective role through which the electronic administration contributed to bringing about a change and a technological revolution in the practice of administrative activity in a modern way that facilitates rapprochement with the citizen in various sectors and administrative bodies, finding realistic solutions and working to improve and consolidate the relationship more than it was in the past. This research confirmed in its recommendations to force the citizen on the need for rational exploitation of property to ensure continuity and urged the legislator to create a law for electronic administration that includes rights, duties and procedures of modern application.
