    This study aims to investigate the impact of dynamic capabilities on digital transformation, considering the mediating role of strategic renewal in public commercial banks. The study focused on four regional directorates and their affiliated branches in Ghardaia Province, namely, the Local Development Bank (BDL), the National Savings and Reserve Fund Bank (Cnep-Banque), the Algerian Popular Credit Bank (CPA), and the National Bank of Algeria (BNA). To achieve the study's objectives, a descriptive analytical approach was adopted. The primary data was collected through interviews, and by questionnaire that was distributed to a purposive sample of (125) employees from upper and middle management in the studied banks, selected for their comprehensive knowledge of their banks' administrative and technical activities. For data analysis, Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) was employed using the SMART.PLS4 software. The most important results of this study are: There is a ملخص IV statistically significant impact of dimensions of dynamic capabilities (sensing capability, learning capability, integration capability, and coordination capability) on digital transformation in the studied banks. There is a statistically significant impact of dynamic capabilities, as reflected in their dimensions on strategic renewal in the studied banks. There is a statistically significant impact of strategic renewal on digital transformation in the studied banks. There is a statistically significant impact of the combined dimensions of dynamic capabilities on the combined dimensions of digital transformation in the studied banks.

    هدفت هذه الدراسة إلى التعرف على أهمية الإدارة الإلكترونية، وتسليط الضوء على تطبيقها في المؤسسات العمومية، حيث كانت الدولة حريصة على تطبيق مشروع الجزائر إلكترونية 2013 والذي كانت الإدارة الإلكترونية جزء منه، وسعت من خلاله إلى عصرنة المؤسسات العمومية وتجويد الخدمات والتقرب من المواطنين، ومن بين المؤسسات التي كانت سباقة في المبادرة نحو الإدارة الإلكترونية هي الإدارة المحلية، العدل، التعليم العالي. والتي استغلت قدراا وإمكانياا لتجسيد أوامر السلطات العليا في رقمنة الإدارة وتحقيق مبادئ الإدارة الإلكترونية، هذه الأخيرة التي تعد جزء من التحول الرقمي والذي يتحقق وفق مجموعة من الأسس التي رهنت نجاح تطبيق الإدارة الإلكترونية وتعميمها في كافة مؤسسات القطاع العموميthis study aims to recognize the significance of E-Management and shed light on its implementation in public institutions. The government was keen on implementing the "EAlgeria2013 " project in 2013, E-Management was a part. Through this project, the government sought to modernize public institutions, enhance services, and establish closer connections with citizens. Among the pioneering institutions in the move towards e-government were local administration, justice, and higher education. These institutions leveraged their capabilities and resources to execute the directives of higher authorities in digitizing administration and realizing the principles of E-Management. The latter are integral to the digital transformation, which brings forth a set of challenges that determine the success of implementing and universalizing E-Management across all public sector institutions
