    The development of public cultural relations and intellectual life in the Ottoman United States began with educational institutions. Mosques, corners, and even houses and scientific families, in turn, gave birth to the world of scholars and libraries who spread knowledge in cities and the countryside, and the most famous schools and corners that were in the city of Algiers, which were the roles of cultural and intellectual centers. It can be said that the cultural situation in that period, was the age, islands, happiness, building, mosques, publishing in Algeria and preserving the cohesion of society, the other spiritual aspect.
