    هدفت الدراسة الى ابرازدور متطلبات التحول الرقمي في المؤسسات الجامعية، والتي أدت بالدرجة الأولى إلى توفير بنية تحتية رقمية متينة ومتطورة، واستقطاب كفاءات بشرية متخصصة في مجال تكنولوجيا المعلومات والاتصالات، بالإضافة إلى وضع إطار قانوني يتوافق مع البيئة الرقمية وقادر على مواجهة مختلف الانتهاكات الرقمية. وقد خلصت الدراسة إلى أن المؤسسة الجامعية في سعيها للتحول الرقمي تواجه تحديات ورهانات عديدة، منها ما يتعلق بالبنية التحتية والموارد المادية، ومنها ما يتعلق بالكفاءات البشرية والجوانب التقنية والقانونية. هذه التحديات تعيق عملية دمج التقنيات والتكنولوجيات الحديثة في قطاع التعليم العالي والبحث العلمي في الجزائر This study addresses the requirements of digital transformation in university institutions، primarily including the provision of a robust and advanced digital infrastructure، the attraction of specialized human competencies in the field of information and communication technology، and the establishment of a legal framework that aligns with the digital environment and is capable of addressing various digital violations. The study concluded that university institutions، in their pursuit of digital transformation، face numerous challenges and stakes، some related to infrastructure and material resources، and others related to human competencies and technical and legal aspects. These challenges hinder the process of integrating modern technologies into the higher education and scientific research sector in Algeria
