    English Speaking Skills Development A Study of Instructional Inconsistencies Across Public and Private Schools: The case of 4th students at Fassail El Amel and Mouloud Kacem middle schools, Berriane”Ghardaia”

    This study investigates the inconsistencies in teaching the English speaking skill in private and public schools. It aims to identify key differences in teaching methods, teacher qualification classroom environments and student outcomes. Using a comparative qualitative and quantitative approach, data were collected through teachers’ semi-structured interviews in both school types. The findings revealed that private schools tend to adopt more communicative and student-centred approaches supported by better resources and smaller class sizes, while public schools often relie on traditional methods due to limited infra structure and large class populations. The study concluded that factors such as founding teacher training and curriculum flexibility significantly influence the effectiveness of speaking instruction. Recommendations were made to bridge the gap and enhance speaking skills teaching across both sectors.     Investigating the Implementation of the Competency Based Approach in Developing the Middle School Learners’ Reading Skill

    The present study aims at studying the effects of the Competency-Based Approach on the learners' reading skill improvement , in other words, the role of the so called “Competency Based Approach “ in enhancing the middle school learners reading skill and the extent to which this could achieved in the Algerian EFL classrooms. To this end, a questionnaire was selected as a data collection tool and conducted in Metlili middle schools relying on middle school teachers. The data collected from this research were interpreted qualitatively and quantitavely.The findings were analyzed using SPSS software and revealed that some teachers do not adhere strictly to the principles of the CBA. Most of them are not teaching competencies but only content. Classes are teacher-centered and teaching reading in the foreign language context is less applied correctly by some teachers. CBA is an utter failure because of a cluster of reasons, lack of training (seminaries and conferences by inspector) in the new approach, crowded classes, the loss of ethical values, time allotted, lack of technological equipment, learners‟ lack of motivation towards learning the foreign languages.
