    أهمية الاتصال الشخصي في تحسين الأداء الاداري في المؤسسة العمومية –دراسة حالة مديرية الإدارة المحلية لولاية غرداية

    تهدف الدراسة إلى الكشف عن أهمية الاتصال الشخصي في تحسين الأداء الإداري في المؤسسة العمومية لدى موظفي مديرية الإدارة المحلية بولاية غرداية وللوصول إلى هدف الدراسة اعتمدنا على منهج دراسة حالة، من خلال تصميم استمارة استبيان وزعت على 52 موظف من موظفي مديرية الإدارة المحلية لولاية غرداية. كما كان لأداة المقابلة حضورا في دراستنا من خلال استجواب مسئولين ورؤساء مصالح لدى المديرية. وتوصلت الدراسة إلى نتائج أهمها: _إن طبيعة الاتصال الشخصي في مديرية الإدارة المحلية لولاية غرداية تتمحور حول الاتصال الشخصي الغير الرسمي، وذلك من طبيعة عمل المديرية ومركزيتها. _إن أغلب موظفي مديرية الإدارة المحلية لولاية غرداية لهم صعوبة في استعمال مهارات الاتصال الشخصي، إذ أن الموظفين تواجههم عوائق تحول دون استخدامهم ذلك إذ أن أبرز هذه العوائق هي ضغط العمل و اتباع السلم الإداري(الرسميات). _لقد ساهم الاتصال الشخصي في مديرية الإدارة المحلية لولاية غرداية بشكل غير ملحوظ في تحقيقها لأهدافها المسطرة، إلا أنه ساهم بشكل ممتاز في تكوين علاقات اجتماعية مع الزملاء وكذا اكتساب الخبرات والاحتكاك بهمThe present study aims at revealing the importance of personal communication in improving the professional performance in the public institution with the staff of the Directorate of Local Administration in Ghardaia State، How does personal communication contribute to improving the professional performance of the staff of Ghardaia Local Administration Directorate? " To reach the objective of the study، we relied on a case study methodology by designing a questionnaire questionnaire distributed to 65 employees of the Directorate of Local Administration in Ghardaia. The interview tool was also present in our study by questioning officials and heads of departments at the Directorate. Our study included important results، including: The nature of the personal communication in the Directorate of Local Administration of Ghardaia is centered on informal personal contact، from the nature of the work of the Directorate and its centrality. Most of the staff of the Directorate of Local Administration in Ghardaia have difficulties in using personal communication skills، as the staff face obstacles to their use. The most prominent of these obstacles are the pressure of work and the administrative ladder. Personal communication at the Ghardaia Local Administration Directorate has contributed significantly to the achievement of its objectives، but it has contributed in an excellent way to the formation of social relations with colleagues and the acquisition of experience and friction with them.

    دور الحكومة المفتوحة في تحسين أداء الجماعات المحلية "دراسة حالة / ــ دراسة مقارنة لعينة من الدول العربية ــ

    لقد تم إعداد هذه الدراسة من أجل إظهار دور الحكومة المفتوحة في تحسين أداء الجماعات المحلية وذلك بالاعتماد على المرجعيات الأدبية الحديثة في مجال الحكومة المفتوحة ودور التكنولوجيا في تطوير العمل الحكومي وتعزيز الشفافية والمساءلة والتشاركية ومن أجل الوصول إلى هذا الهدف قمنا بدارسة لعينة من الدول العربية مع استخدام أسلوب المقارنة في الجانب التطبيقي. ومن أهم النتائج المتوصل اليها في هذه الدراسة نذكر ما يلي: أن الجماعات المحلية تقوم على مفهوم الحكومة المفتوحة بالاعتماد على تكنولوجيا الإعلام والاتصال كوسيلة أساسية لحقيق مبادئ الشفافية والمشاركة والمساءلة وبهذا توصلنا إلى أن الحكومة المفتوحة هي السبيل لتحقيق التنمية. This study has been prepared in order to show the role of open government in improving the performance of local groups by relying on modern literary references in the field of open government and the role of technology in developing government work and enhancing transparency, accountability and participation. In order to reach this goal, we studied a sample of Arab countries with the use of the comparative method in the practical side. Among the most important results obtained in this study are the following: The local groups are based on the concept of open government by relying on information and communication technology as a basic means to achieve the principles of transparency, participation and accountability. Thus, we concluded that open government is the way to achieve development.
