    2025(ALFA PIPEدورالإدارة الرقمية في تنظيم العمل الإداري للمؤسسة الاقتصادية دراسة ميدانية في المؤسسة الجزائرية لصناعة الأنابيب الحلزونية

    يهدف هذا البحث إلى إبراز دور التطبيقات الرقمية في تحسين وتطوير العمل الإداري. وقد تم اختيار المؤسسة الجزائرية لصناعة الأنابيب الحلزونية (ALFA PIPE) كدراسة ميدانية، حيث شملت عينة الدراسة أربعة من الموظفين الإداريين فيها. اعتمدت الدراسة على المنهج الوصفي التحليلي، وتم جمع البيانات بشكل أساسي من خلال المقابلات مع عينة من الموظفين. كشفت النتائج عن أن إدخال مفهوم الإدارة الرقمية، بما في ذلك التطبيقات الرقمية المختلفة، يمثل حلقة جديدة في بناء تصور حديث للتطور الإداري ويؤدي إلى تحول جوهري في طرق أداء الخدمات. كما أبرزت الدراسة أن التطبيقات الرقمية تساهم في تحقيق تكامل وتوافق مع رؤية المؤسسة وخططها، وتحدث تغييرًا إيجابيًا في مختلف جوانب العمل الإداري، مما يرفع من كفاءة وفعالية المؤسسة. تم التركيز في هذه الدراسة على تحديد مفهوم الإدارة الرقمية، وأهم التحديات والمعيقات التي تواجه تطبيقها، بالإضافة إلى دراسة واقع العمل الإداري في ظل هذه التطبيقات. وتوصي الدراسة بضرورة الاستثمار المستمر في البنية التحتية الرقمية، وتوفير التدريب اللازم للموظفين، ومعالجة المشاكل والمعيقات لضمان الاستفادة المثلى من التطبيقات الرقمية في تنظيم العمل الإداري. This research aims to highlight the role of digital applications in improving and developing administrative work. The Algerian Spiral Pipe Manufacturing Company (ALFA PIPE) was selected as a field case study, with the study sample comprising four administrative employees. The study adopted a descriptive-analytical methodology, and data were primarily collected through interviews with a sample of employees. The findings revealed that the introduction of the digital administration concept, including various digital applications, represents a new phase in building a modern perception of administrative development, leading to a fundamental transformation in service delivery methods. The study also highlighted those digital applications contribute to achieving integration and alignment with the institution's vision and plans, and bring about positive change in various aspects of administrative work, thereby enhancing the institution's efficiency and effectiveness. This study focused on defining the concept of digital administration, the most significant challenges and obstacles to its implementation, and analyzing the reality of administrative work under these applications. The study recommends the necessity of continuous investment in digital infrastructure, providing necessary training for employees, and addressing problems and obstacles to ensure optimal utilization of digital applications in organizing administrative work.

    دور التحول الرقمي في تحسين الخدمة العمومية في الإدارات المحلية - دراسة حالة بلدية زلفانة ولاية غرداية

    هدفت هذه الدراسة إلى البحث في مختلف جوانب التحول الرقمي ودوره في تحسين وتطوير الخدمة العمومية في الإدارات المحلية وتم إسقاط هذه الدراسة على بلدية زلفانة بولاية غرداية في الفترة مابين شهر فيفري الى شهر ماي 2022 حيث اعتمدنا على المنهج الوصفي التحليلي في وصف وتحليل الظاهرة انطلاقا من التساؤلات المطروحة في الدراسة، وللإجابة على هذه التساؤلات اعتمدنا على مجموعة من الأدوات لجمع البيانات والمتمثلة في الملاحظة، والمقابلة، والإستبيان، وبرنامج spss وبرنامج Exel من أجل تحليل معطيات الدراسة . وقد توصلنا إلى أن للتحول الرقمي دور وأهمية بالغة في تطوير وترقية وتحسين الخدمة العمومية في الإدارات المحلية Digital transformation is one of the most important strategies used to improve and upgrade the public service, and bring the citizen closer to the institution by facilitating the process of communication and providing various public services to him without any spatial or temporal barriers, achieving transparency and equality, and reducing the cost and expenses of transactions and administrative procedures, so it was necessary to refrain from The idea of traditional management and the use of what is known as digital management. Where this study aims to research the various aspects of digital transformation and its role in improving and developing public services in government institutions. Questions We relied on a set of tools for data collection, namely observation, interview, questionnaire, spss program and Exel program in order to analyze the study data. Finally, we concluded that digital transformation has a great role and importance in the development, promotion and improvement of public service in government institutions
