    انهيار الشركات العالمية والإصلاحات في مجال الحوكمة دراسة حالة بعض الدول العربية

    Summary : Due to the continuous growing that interest earned in this concept since the separation of ownership from management after the repercussions of collapses and financial scandals that have signed the largest companies in the world (Enron 2002, Lehman Brothers, Maxwell…) which had been left behind by the global financial crisis since 1929 until the recent crisis in 2008 (Depression Crisis of 1929, the crisis of Southeast Asia 1997, the current financial crisis, 2008) which troubled the capitalist economy especially, a number of scientific institutions and stock exchanges has emphasized to adopt the changes brought by the crisis on the accounting environment, and the environment auditing or what is expressed by the appearance of new standards, or can be just amendments to the predecessor of accounting standards and auditing standards, on the other hand, a number of international organizations (Organization for Economic Cooperation and Development) have taken this concept with analysis and study to assist States to develop a legal and institutional frameworks for the application of corporate governance, we find that this term is not limited in its application and disclose in developed countries only, but included also developing countries, including Arab countries (six countries has been selected: Morocco, Egypt, Saudi Arabia, Jordan, Tunisia, Qatar), which has also many experiences and accomplishments on the subject of corporate governance in terms of the principles and rules of each country and the extent of efficacy. الملخص: نظرا لتزايد المستمر الذي يكسبه الاهتمام بهذا المفهوم منذ إنفصال الملكية عن الإدارة وبعد تداعيات الانهيارات والفضائح المالية التي وقعت فيها كبريات الشركات في العالم (انرون 2002، ليمان برادرز، ماكسويل ...) والتي كانت قد خلفتها الأزمات المالية العالمية منذ سنة 1929 إلى الأزمة الأخيرة سنة 2008 (أزمة الكساد 1929،أزمة جنوب شرق آسيا 1997، الأزمة المالية الحالية 2008) والتي عصفت الاقتصاد الرأسمالي خاصة، فقد حرص عدد من المؤسسات العلمية وبورصات الأوراق المالية على تبني التغييرات التي أحدثتها الأزمة على البيئة المحاسبية أو على بيئة التدقيق أو ما يعبر عنه بظهور معايير جديدة، أو يمكن أن تكون مجرد تعديلات لسابقها من المعايير المحاسبية ومعايير التدقيق، ومن جهة أخرى فقد قامت عدد منالمنظمات الدولية (منظمة التعاون الاقتصاد والتنمية) بتناول هذا المفهوم بالتحليل والدراسة لمساعدة الدول في لتطوير الأطر القانونية والمؤسسية لتطبيق حوكمة الشركات، ونجد هذا المصطلح لم ينحصر تطبيقه والكشف عنه في الدول المتقدمة فقط، بل شمل الأمر أيضا الدول النامية ومنها الدول العربية (تم اختيار ستة دول المغرب، مصر السعودية ، تونس ، الأردن ، قطر) التي قامت هي الثانية بجملة من التجارب والانجازات المتعلقة بالموضوع حوكمة الشركات من حيث تقديم المبادئ والقواعد الخاصة بكل بلد ومدى نجاعتها.

    واقع إدارة الأزمات في مستشفيات القطاع العام دراسة ميدانية لبعض مستشفيات ولاية غرداية

    إن هذه الدراسة تهدف إلى معرفة واقع إدارة الأزمات في مستشفيات القطاع العا من وجهة نظر العاملين بها ، وقد طبقت هذه الدراسة على مجموعة من المستشفيات العمومية بولاية بغرداية)ترشين إبراهيم 18فيفري، قضي بكير (، ولتقصي أراء المستجوبين حول الوعي بمفهوم و أهمية إدارة الأزمات ومدى توفر الدتطلبات اللازمة لإدارة الأزمات وأخيرا المعوقات التي تحول دون فعالية وعمل إدارة الأزمات بهذه الدستشفيات، و تم اعداد استبيانات وزعت على الدوظفتُ العاملتُ في الدستشفيات لزل الدراسة ، لاختبار الفرضيات وللئجابة على أسئلة الدراسة، وقد توصلت الدراسة الى لرموعة من النتائج ألعها :  أف الدوظفتُ بالدستشفيات لزل الدراسة لديهم وعي تٔفهو وألعية إدارة الأزمات؛  لا تتوفر الدتطلبات اللبزمة و الخاصة بإدارة الأزمة في الدستشفيات لزل الدراسة؛ توجد بعض الدعوقات التي تٖوؿ وعمل إدارة الأزمات في الدستشفيات لزل الدراسة . وقد أوصت الدراسة تٔجموعة من التوصيات ألعها:  ضرورة إنشاء وحدة مستقلة لإدارة الأزمات في الإدارة العليا وتتبع في نفس الوقت الإدارة العليا في قراراتها وتكوف مسؤولة بشكل مباشر عن علبج الأزمات الدختلفة مع توفتَ أناس مؤىلتُ في إدارة الأزمات لذذه الوحدة.  توفير وتدريب وتنظيم دورات تثقيفية وورشات عمل متخصصة في إدارة الأزمات للعاملتُ لزيادة وعيهم بإدارة الازمات This study aims to identify trends in working around the reality of crisis management in public sector hospitals, this study has been applied to a range of public hospitals of ghardaia (Tarchin Ibrahim, 18 February, gueddi bakir), and to explore the views of respondents on the awareness of the concept and importance of crisis management and availability requirements For crisis management and finally the obstacles to effective crisis management work in this hospital, and was Questionnaires were distributed to employees working in hospitals under consideration, to test hypotheses.And to answer the questions of the study, and the study had found a set of results:  that the hospital staff replaced the aware study the concept and importance of crisis management;  requirements and not available for crisis management in the hospitals studied; there are some Obstacles and crisis management work in hospitals under consideration. The study recommended a series of recommendations including:  need to establish an independent unit to senior management and crisis management track at the same time top management In their decisions and be directly responsible for treating various crises with qualified people in the Department Crises of this unit.  provide training and educational courses and workshops specialized in crisis management to increase Awareness of the crisis management.
