Item دوالسياسة المالية في تحقيق التوازن الاقتصادي(جامعة غرداية, 2014) بغباغة, صالح; محمة, زهير; حميدي, بوحركاتﲢﺘـــﻞ اﻟﺴﻴﺎﺳـــﺔ اﳌﺎﻟﻴـــﺔ ﻣﻜﺎﻧـــﺔ ﻣﻬﻤـــﺔ ﰲ اﻻﻗﺘﺼـــﺎد ﻷـــﺎ ﺗﺴـــﺘﻄﻴﻊ اﻟﻘﻴـــﺎم ﺑﺎﻟـــﺪور اﻷﻋﻈـــﻢ ﰲ ﲢﻘﻴـــﻖ اﻷﻫـــﺪاف اﻟـــﱵ ﻳﻨﺸـــﺪﻫﺎ اﻻﻗﺘﺼــﺎد، و ذﻟـــﻚ ﺑﻔﻀـــﻞ اﻷدوات اﳌﺘﻌـــﺪدة اﻟـــﱵ ﺗﺴـــﺘﻄﻴﻊ أن ﺗﻜﻴﻔﻬـــﺎ ﲝﻴــﺚ ﺗـــﺆﺛﺮ ﻋﻠـــﻰ ﻣﺴـــﺘﻮﻳﺎت ﻋـــﺪة ﻛﺎﻟـــﺪﺧﻞ اﻟﻘـــﻮﻣﻲ واﻟﻌﻤﺎﻟﺔ .و اﳌﻜﺎﻧﺔ اﻟﱵ ﲢﺘﻠﻬﺎ اﻟﺴﻴﺎﺳﺔ اﳌﺎﻟﻴﺔ اﻟﻴﻮم ﰲ اﻟﻔﻜﺮ اﳊﺪﻳﺚ ﱂ ﲢﺪث ﻣﺮة واﺣﺪة ﺑﻞ ﻋﻠﻰ ﻣﺮاﺣﻞ ﻓﻘـﺪ ﻛـﺎن دورﻫـﺎ ﻏـﲑ ﻣﻠﺤــﻮظ ﰲ اﻟﻌﺼــﻮر اﻟﻘﺪﳝـﺔ ﺑﻴﻨﻤــﺎ ﻛــﺎن ﻣﻄﻠﻮﺑــﺎ ﻣﻨﻬـﺎ أن ﺗﻠﻌــﺐ دورا ﳏﺎﻳــﺪا ﰲ اﻟﻔﻜــﺮ اﻟﻜﻼﺳـﻴﻜﻲ ﲝﺴــﺐ ﻃﺒﻴﻌــﺔ اﻟﻔﻜــﺮ اﻟﺴــﺎﺋﺪ آﻧــﺬاك .و ﻳﺮﺟــﻊ اﻹﺳــﻬﺎم اﻟﻜﺒــﲑ ﰲ ﺗﻄــﻮر اﻟﺴﻴﺎﺳــﺔ اﳌﺎﻟﻴــﺔ إﱃ اﳌﻔﻜــﺮ و اﻻﻗﺘﺼــﺎدي اﻟﻜﺒــﲑ ﺟــﻮن ﻣــﺎﻳﻨﺮد ﻛﻴﻨــﺰ ﰲ ﻣﺆﻟﻔﻪ اﻟﻨﻈﺮﻳﺔ اﻟﻌﺎﻣﺔ ﻓﻲ اﻟﻌﻤﺎﻟﺔ و اﻟﻔﺎﺋﺪة و اﻟﺬي أﻛﺪ ﻓﻴﻪ ﻋﻠﻰ ﻓﺸﻞ آﻟﻴﺎت اﻟﺴﻮق وﺣـﺪﻫﺎ ﻟﻌـﻼج اﳌﺸـﺎﻛﻞ اﻻﻗﺘﺼـﺎدﻳﺔ و ﺧﺎﺻﺔ ﻣﺸﻜﻠﺔ اﻟﻜﺴﺎد و ﻣﺎ ﺗﺮﺗﺐ ﻋﻨﻪ ﰲ اﻟﻮاﻗﻊ ﻣﻦ ﺿﺮورة ﺗﺒﲏ آراء ﻛﻴﻨﺰ اﳋﺎﺻﺔ ﺑﺘﺪﺧﻞ اﻟﺪوﻟﺔ ﰲ اﻟﻨﺸـﺎط اﻻﻗﺘﺼـﺎدي و اﻻﻧﺘﻘﺎل ﻣﻦ ﻧﻄﺎق اﻟﺪوﻟﺔ اﳊﺎرﺳﺔ إﱃ ﻧﻄﺎق اﻟﺪوﻟﺔ اﳌﺘﺪﺧﻠﺔ ﺑﺴﻴﺎﺳﺎت ﻣﺎﻟﻴﺔ ﻣﻨﺎﺳﺒﺔItem عرض النقود وأثره على معدل النمو في الجزائر 2021/ الفترة من: 2020(جامعة غرداية, 2022) سفيان, فقلو; عبد الحق, فرج اللهThe issue of money supply is one of the most important economic topics, which have received the attention of many thinkers at the theoretical and practical levels, because of the prominent and effective role that money supply plays in achieving economic stability, as it affects many macroeconomic variables such as GDP and inflation, and for this reason Monetary authorities in various countries are of great importance to the money supply and the regulation of its issuance in line with the established economic goals, which requires that the monetary authority track the money supply and the factors that can affect it, because the money supply circulating in the economy is a product of the overlap of several decisions and behaviors of economic units from a monetary authority. Commercial banks and the public (individuals and institutions), and this research came to highlight the importance of money, which is the basis of the process of the monetary and financial system, and the growth rate is an integral part of it, although each of them has a role in improving the economic system of the state. Money and the growth rate, and our study found that there is a causal relationship between money supply and the trend of GDP, that is, the change in money supply in the broad sense It causes a change in GDP in the short run, and a co-integration relationship at a significant level of 5%, because the effect value is greater than the critical values, and this means that there is a long-term equilibrium relationship between GDP and money supply in the long run.Item السياسة المالية ودورها في تحقيق التوازن الخارجي (الميزان التجاري) دراسة حالة الجزائر 1970-2009(جامعة غرداية, 2011) عبد الحفيظ, يحياويمن المشاكل الاقتصادية التي تواجه الكثير من الدول وخاصة النامية منها إعادة تحقيق التوازن العام (وخاصة الخارجي)، وإعادة التوازن هذه تتطلب مجموعة من الإجراءات التي تؤذي إلى إحداث تغييرات على كثير من المتغيرات الاقتصادية، والتي من شأنها التأير على التوازن في الاتجاه الذي ترغب فيه الدولة، ويتم إحداث ذلك في إطار برنامج شامل يتضمن داخله مجموعة من الكميات الهامة للسياسة الاقتصادية كالسياسة المالية، والسياسة النقدية والانتمائية، وسياسة سعر الصرف...الخ. وتحتل السياسة المالية مكانة هامة من بين السياسات الأخرى، لأنها تستطيع أن تقوم بالدور الأكبر في تحقيق الأهداف التي ينشدها الاقتصاد الوطني، وذلك بفضل أدواتها المتعددة التي تعد من أهم الأدوات الاقتصادية التي تستعمل للسيطرة على الاختلالات الداخلية والخارجية، وبالتالي تحقيق التوازن. لذا حاولنا من خلال هذا البحث دراسة تأثير إحدى السياسات التي تلجأ إليها بعض الدول ألا وهي السياسة المالية، حيث سنبين من خلال هذا البحث مختلف التأثيرات التي تحدثها السياسة المالية على التوازن الاقتصادي، مستدلينا في ذلك على بعض المؤشرات التي يجب دراستها وتحليلها عند وضع خططها وسياساتها، كما يقدم هذا البحث دور السياسة المالية في تحقيق بعض الأهداف الأخرى للسياسة الاقتصادية.
