    النظام الجمركي ودوره في تحرير التجارة الخارجية – حالة الجزائر

    تهدف هذه الدراسة إلى معرفة دور النظام الجمركي في تحرير التجارة الخارجية، حيث تم اعتماد المنهج الوصفي التحليلي . بعد جمع البيانات المتعلقة بالقوانين المتعلقة بالنظام الجمركي و البيانات الصادرة عن البنك الجزائري خلال الفترة الممتدة من 2017 إلى 2022. توصلت الدراسة إلى مجموعة من النتائج أهمها وجود علاقة طردية بين النظام الجمركي الجزائري و انتعاش الصادرات و الواردات و بالتالي تحرير التجارة الخارجية كما تقترح الدراسة تطوير الجهاز الجمركي و عصرنته ليواكب التطورات المتسارعة في أنظمة الجمرك الحديثة من اجل تسريع المعاملات في التجارة الخارجية .كما تقترح الدراسة التسريع في تطبيق النظام الجديد المقترح سنة 2020 و غير مفعل بالشكل النهائي ALCSES و الذي بدوره يساهم بشكل كبير في تحرير التجارة الخارجية This study aims to know the role of the customs system in liberalizing foreign trade, where the descriptive and analytical approach was adopted. After collecting data related to the laws related to the customs system and data issued by the Bank of Algeria during the period extending from 2017 to 2022. The study reached a set of results, the most important of which is the existence of a direct relationship between the Algerian customs system and the recovery of exports and imports and thus the liberalization of foreign trade. The study also proposes developing The customs system and its modernization to keep pace with the rapid developments in modern customs systems in order to speed up transactions in foreign trade. The study also suggests accelerating the implementation of the new system proposed in 2020, which is not fully activated, ALCSES, which in turn contributes significantly to the liberalization of foreign trade.

    تناولت هذه الدراسة دور التحفييات الجمركية في تشجيع الاستثمار في الجيائر عامة وفي المؤسسات الاقتصادية خاصة، حيث وقعت الدراسة الميدانية على شركة كهرالء وطاقات متجددة )المديرية العامة غرداية - - ( للفراة الممتدة من سنة 3141 إلى 3147 ، ومن أجل معالجة الموضوع ثم الاعتماد على الجداول و وذلك الستعمال اكسل 3141 لمقارنة مبالغ الرسوم الجمركية المفروضة و الرسوم الجمركية المعفاة . وقد توصلت الدراسة إلى وجود تأث يرات جراء التحفييات ا ولإعفاءات الجمركية الممنوحة للشركة والتي انtsعكست على زيادة استثمارات الشركة المتمثلة في محطات توليد الكهرالء و تدنية تكاليف الشركة حيث أن الإعفاءات الجمركية جنبت الشركة تكاليف إضافية الهظة وفي نفس الوقت تستثمر تلك المبالغ في تنمية استثماراتها.Cette étude vise à mettre en évidence le rôle des exonérations douanières dans la promotion des investissements en Algérie en général et dans les entreprises économiques privées, où il a signé une étude de cas sur Shariket Kahraba wa Taket Moutadjadida (Direction générale - Ghardaia -) pour la période 2014-2017, pour étudier le sujet on a utiliser Excel 2010 pour comparer les montants des droits de douane perçus et des droits de douane exonérés. L'étude a révélé l'existence d'effets dus à des incitations et exonérations de douane accordées à la société qui reflète sur l'augmentation des investissements de l’entreprise par la réalisation des centrales électriques et de minimiser les coûts de l'entreprise , ou on a constaté que les exonérations douanières supporte des coûts excessifs élevés sur l'entreprise et en même temps, ces fonds sont investis dans le développement de leurs investissements
