    دور بطاقة الشفاء في رقمنة مؤسسات الضمان الاجتماعي بالجزائر دراسة ميدانية وكالة الضمان الاجتماعي للعمال الأجراء ولاية –المنيعة-

    تهدف هذه الدراسة إلى معرفة بطاقة شفاء في عملية رقمنة مؤسسات الضمان الاجتماعي، وذلك من خلال إبراز دورها على مستوى وكالات الضمان الاجتماعي، الصيدليات، زبائن الشفاء. وقد سلطنا الضوء على مدى مساهمتها في تبسيط الإجراءات الإدارية المعقدة وتحسين فعالية أداء الوكالات والصيدليات، وللوصول إلى ذلك قمنا بإجراء مقابلات ميدانية مع ثلاث فئات: موظفي وكالات ضمان الاجتماعي، الصيادلة، زبائن الشفاء. وتوصلنا إلى بعض النتائج أهمها: إن البطاقة الشفاء خاصة في نسختها الجديدة، ساهمت بشكل كبير في تبسيط الإجراءات الإدارية سواء في الوكالات أو الصيدليات، ورفعت من سرعة ودقة معالجة الملفات والتعويضات مقارنة بالنظام الأول كما ساهمت في تحسين العمل داخل الصيدليات This studyaims to investigate the impact of the HealthCard on the digitization process of social security institutions by highlightingitsrole at the level of social securityagencies, pharmacies, and healthcard clients. Wefocused on its contribution to simplifyingcomplex administrative procedures and improving the effectiveness of performance in bothagencies and pharmacies. To achievethis, weconductedfield interviews withthree groups: employees of social securityagencies, pharmacists, and healthcard clientsOur findingsrevealedseveral key results, the mostsignificantbeingthat the healthcard, particularly in its new version, has greatlycontributed to simplifying administrative procedures in bothagencies and pharmacies. It has increased the speed and accuracy of processing files and reimbursementscompared to the previous system and has alsoimprovedoperationswithin pharmacies

    المعالجة المحاسبية للأداءات صندوق الضمان الاجتماعي دراسة حالة:الصندوق الضمانالاجتماعيلغيرالأجراء_ وكالة غرداية

    تهدف هذه الدراسة إلى تسليط الضوء على الآليات والإجراءات المحاسبية المتعلقة بعملية التسجيل الأداءات في صندوق ضمان الإجتماعي لغير الأجراء ، وفقًا لمتطلبات النظام المحاسبي المالي وقد تم اعتماد المنهج الوصفي التحليلي في معالجة الموضوع، من خلال دراسة تطبيقية تناولت الأداءات المالية لصندوق الضمان الاجتماعي لغير الأجراء(CASNOS) على مستوى وكالة ولاية غرداية. واستندت الدراسة إلى تحليل وثائق محاسبية رسمية، إلى جانب إجراء مقابلات مع عدد من الإطارات العاملين في مصلحة المحاسبة والمالية بالصندوق. وتوصلت النتائج إلى أن التنظيم المحاسبي الدقيق والالتزام الصارم بالقواعد والإجراءات النظرية للنظام المحاسبي يسهمان بشكل فعال في تعزيز الشفافية المالية وضمان استدامة موارد الصندوقThis study aims to shed light on the accounting mechanisms and procedures involved in recording benefit disbursements at the Social Security Fund for Non‑Salaried Workers (CASNOS), in accordance with the requirements of the Financial Accounting System (SCF). A descriptive‑analytical methodology was adopted, centering on an applied case study of CASNOS’s benefit payments at the Ghardaïa agency. The research drew on analysis of official accounting documents and interviews with several members of the Fund’s accounting and finance department. The findings demonstrate that a rigorous accounting framework and strict adherence to the system’s theoretical rules and procedures significantly enhance financial transparency and help ensure the sustainability of the Fund’s resources.
