    الاطار المفاهيمي للتجارة الالكترونية

    هدفت هذه الورقة البحثية إلى تحليل كيفية ومدى مساهمة التجارة الإلكتروني ة في ترقية وتنمية الدول العربي ة، وذل ك من خلال تحديد التحديات والعوامل التي تسهل اعتماد التجارة الإلكترونية في الدول العربية . وتم الاعتماد على المنهج الوصفي التحليلي لتحقيق ذلك. وقد توصلت الورقة البحثية إلى أن صناعة التجارة الإلكترونية في الدول العربية لديها مهمة صعبة تتمثل في إقناع العملاء بأن المعاملات آمنة بتوفير الحماية للبيانات الشخصي ة، بالإضافة ا لى تنمية الموارد البشرية، وتولي اهتمام أكبر لمحو الأمية الإلكترونية بين المواطنين ، وتوفير قاعدة للمهارات اللازم ة للتجارة الإلكتروني ة بين المؤسسا ت الصغيرة والمتوسطة . وينبغي على الحكومات تش جيع المؤسسا ت الناشئة في مجال التجارة الالكتروني ة، من خلال الشراكة بين القطاعين العام والخاصThis research paper aims to analyse how and to what extent e-commerce contributes to the promotion and development of Arab countries, by identifying the challenges and factors that facilitate the adoption of e-commerce in Arab countries. The descriptive analytical 1 method was used to achieve this. The research paper concluded that the e-commerce industry in Arab countries has a daunting task of convincing customers of secure transactions and protection of personal data, in addition to developing human resources, paying greater attention to e-literacy among citizens, and to provide a skills base among SMEs for ecommerce. Governments should encourage business start-ups in the field of electronic commerce, through partnership between the public and private sectors.

    هدفت ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺍﻟﺘﻌﺮﻑ ﻋﻠﻰ ﺃﻫﻢ ﺍﻟﺘﺤﺪﻳﺎﺕ ﻭﺍلمﻌﻮﻗﺎﺕ ﺍﻟتي ﺗﻮﺍﺟﻪ ﺍﻹﺩﺍﺭﺓ ﺍﻹﻟﻜﺘﺮﻭﻧﻴﺔ في ﺍﻟﻘﻄﺎﻉ ﺍﻟﻌﺎﻡ ﺍلجﺰﺍﺋﺮﻱهذ ﻭﻟﻠﻘﻴﺎﻡ ﺑﺬﻟﻚ تم ﺗﻮﺯﻳﻊ ﺍﺳﺘﺒﺎﻧﺔ ﻋﻠﻰ ﻋﻴﻨﺔﺗﺘﻜﻮﻥ ﻣﻦ36ﻋﺎﻣﻞفيﺍلمﺆﺳﺴﺔﺍﻻﺳﺘﺸﻔﺎﺋﻴﺔ)ﻗﺼﺮ ﺍلحيرﺍﻥ–ﺍﻷﻏﻮﺍﻁ(،ﻭﺗﻮﺻﻠﺖ ﺍﻟﺪﺭﺍﺳﺔ ﺍ ﺇلىﻭﺟﻮﺩﻣﻌﻮﻗﺎﺕ ﺗﺘﻌﻠﻖﺑﺎلمﻌﻮﻗﺎﺕﺍﻟﻔﻨﻴﺔ ﻭﻣﺴﺘﻮﻯﻣﻦﺍلمﻌﻮﻗﺎﺕ ﺍﻟﺘﻨﻈﻴﻤﻴﺔ ﻭﻋﺪﻡ ﻛﻔﺎﻳﺔ ﺍﻹﻣﻜﺎﻧﺎﺕ ﺍلمﺎﻟﻴﺔThis study aimed to determine the major challenges and constraints that face the Electronic Management in the Algerian public sectors. To conduct that, a questionnaire was distributed to the sample study which comprised hospital institutions (Ksar-el hirane -Laghouat). The descriptive study found that there are Constraints related to insufficient the technical obstacles capacity and a level of organizational obstacles and insufficient the financial capabilities.
