Item إنعكاسات تطبيق الحكومة الإلكترونية على تطوير خدمات الإدارة المحلية في الجزائر(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023-11) هواري, منصوري; سامية, بدويتبنت الجزائر مشروع الحكومة الإلكترونية كغيرها من الدول للانتقال من الخكومة التقليدية إلى الخكومة الرقمية ,ووضعت لذلك مخططا استراتيجسا سنة 2008 أطلق عليه مسمى الجزائر الإلكترونية 2013 هذه الرسالة تهدف لإلى تشخيص وتحليل واقع الحكومة الإلكترونية في الجزائر ومدى تحقيق المشروع , بالإعتماد على تقارير و مؤشرات هيئة الأمم المتحدة لتطور الحكومة الإلكترونية . خلصت الدراسة إلى عدم جاهزية الحكومة الإلكترونية في الجزائر , فالمشروع لم يتعدى المراحل الأولى من التطبيق و هذا راجع لعدة أسباب أهمها ضعف البنية التحتية الأساسية في مجال تكنولوجيا المعلومات و الاتصالات. Algeria adopted the e-government project like other countries to move from a traditionalgovernment to an electronic government, therefore developed a strategic plan in 2008 called "E- Algeria 2013", this study aims to diagnose and analyse the reality of e-government in Algeria and the extent project's achievement, based on the United Nations Reports and indicators of e- government development. The study concluded that the e-government in Algeria is not ready, because the project did not exceed the early stages of implementation, and this is due to several reasons, the most important of which is the weakness of basic information and communications technology.
