To conduct that, a questionnaire was distributed to the sample study which comprised hospital institutions (Ksar-el hirane -Laghouat). The descriptive study found that there are Constraints related to insufficient the technical obstacles capacity and a level of organizational obstacles and insufficient the financial capabilities.Item ﺩﺭﺍﺳﺔ تحليلة ﻟﻮﺍﻗﻊ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ في الجماعات المحلية –ﺍﻟﺒﻠﺪﻳﺔ نموذجا(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023-11) خاتمة, ﻟﻮﺍتي; ﻣﻨﺎﻝ ﺍﺑﺘﺴﺎﻡ, ﻣﻨﻘﻮﺭﻱﺷﻜﻞ ﻣﺸﺮﻭﻉ ﺍلجﺰﺍﺋﺮ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﺍلمﻨﻬﺠﻴﺔ ﺍﻟﻘﺎﻋﺪﻳﺔ ﺍﻟتي ﺍﻧﻄﻼﻗﺎ ﻣﻨﻬﺎ ﺑﺎﺷﺮﺕ ﻭﺯﺍﺭﺓ ﺍﻟﺪﺍﺧﻠﻴﺔ ﻭ ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ ﺑﺎﻟﺘﻌـﺎﻭﻥ ﻣـﻊ ﻭﺯﺍﺭﺓ ﺗﻜﻨﻮﻟﻮﺟﻴﺎﺕ ﺍﻟبرﻳﺪ ﺑﺮﻧﺎﻣﺞ ﺗﻄﺒﻴﻖ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﻋﻠﻰ ﻣﺴﺘﻮﻯ ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ ﻭ ﺍﻟﻌﻤﻞ ﻋﻠﻰ ﺗﻄﻮﻳﺮ ﻭ ﻋﺼﺮﻧﺔ ﺍﻹﺩﺍﺭﺓ ﺍلمحﻠﻴﺔ، ﻭ ﻣﻦﺃﺟﻞ تحﺴين ﺃﺩﺍﺀ ﺍلخﺪﻣﺎﺕ ﺍﻟﻌﺎﻣﺔ، ﺪﻑ ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺗﺴﻠﻴﻂ ﺍﻟﻀﻮﺀ ﻋﻠـﻰ ﻣﻔﻬـﻮﻡ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴـﺔ في ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ في ﺍلجﺰﺍﺋﺮ ﻭ ﺑﺎﻷﺧﺺ ﺍﻟﺒﻠﺪﻳﺔ ﺑﺎﻟﺘﻄﺮﻕ ﺇلى ﺭﻗﻤﻨﺔ ﻣﺼﻠﺤﺔ ﺍلحﺎﻟﺔ ﺍلمﺪﻧﻴﺔ ، ﺍلمﺸﺮﻭﻉ ﺍﻟﺒﻴﻮﻣﺘﺮﻱ ﻭ ﺍﻟﺒﻠﺪﻳﺔ ﺍﻟﺬﻛﻴﺔ ، ﺣﻴﺚ تم ﺍﻻﻋﺘﻤﺎﺩ ﻋﻠﻰ ﺍلمﻨﻬﺞ ﺍﻟﻮﺻﻔﻲ ﺍﻟﺘﺤﻠﻴﻠﻲ لمﻼﺋﻤﺘﻪ ﻟﻠﺪﺭﺍﺳﺔ، ﻭ ﺗﻮﺻﻠﺖ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺃﻥ ﺍﻟﻨﺠﺎﺡ في ﺗﻄﺒﻴﻖ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔAbstract : The e-Algeria project formed the basic methodology from which the Ministry of Interior and Local Communities, in cooperation with the Ministry of Postal Technologies, undertook a program to implement electronic management at the level of local communities and work on developing and modernizing local administration, and in order to improve the performance of public services, this study aims to highlight Shedding light on the concept of electronic management in local communities in Algeria, especially the municipality, by addressing the digitization of the civil department, the biometric project and the smart municipality, where the descriptive analytical approach was relied upon for its suitability for the study, and the study concluded that success in applying electronic management and overcoming various Obstacles to their application will have a positive impact on various economic and social aspects. The study also concluded that Algeria has not yet reached the desired goals of implementing electronic management in local communities. The study recommended the necessity of reviewing the experiences of countries that have succeeded in applying electronic management at the level of public service. The aim is to create a management system that is influenced by, and interacts with, the surrounding environment, political, economic, and social factors of the country. These efforts can enhance the level of administrative services provided, reduce the risk of administrative and financial corruption, and eventually eradicate itItem معوقات استعمال الإدارة الالكترونية في المرافق العامة في الجزائر من وجهة نظر المواطنين – دراسة حالة دارالبلدية لولاية عين تموشنت، الجزائر(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023) زينة, بن وسعد; هند, مهداويتهدف الورقة البحثية التالية إلى التعرف على مدى استعمال الإدارة الالكترونية في دور البلديات ودورها في تحسين مستوى الخدمات المقدمة للمواطنين اللذين سيمثلون عينة الدراسة المركز عليها لمعرفة مستوى رضاهم عن كلّ من الخدمات الالكترونية والخدمات الشخصية التي توفرها لهم دار البلدية متخذين في ذلك ولاية عين تموشنت كمقر للدراسة الميدانية، والاستبيان وتحليله باستعمال التحليل الاحصائي 27 spss كأداة للخروج بنتائج للدراسة . توصلت الدراسة إلى أنّ هناك إرادة قوية من طرف الحكومة الجزائرية للسعي نحو التغيير ورقمنة الخدمات في دور البلديات، مم أسفر عن تحسن معتبر في مستوى الخدمات المقدمة فيها إلاّ أنّ النتائج المحققة على أرض الواقع لا تتوافق مع الأهداف المسطرة من البرامج الحكومية وذلك نظرا لعدم رضا المواطنين المستجوبين على الخدمات المقدمة لهم من دار البلدية؛ من خلال ما سبق قمنا بطرح التوصيات التالية : - العمل على نشر ثقافة الإدارة الالكترونية في الأوساط الشعبية قبل بداية استعمالها؛ - العمل على تكوين العمال في المرافق العامة حول استعمال التكنولوجيات الحديثة من جهة وحول مبادئ العلاقة مواطن – إداري من جهة أخرى؛The following research paper aims to study the extent of the use of e-government in municipal offices and its role in improving the level of services provided to citizens. The paper will select a sample of citizens who benefit from the services provided by the municipality of Ain Temouchent to study their level of satisfaction with the e-services and personal services provided by the municipality. A questionnaire will be used to collect data from the selected sample, and then the data will be analyzed using the spss 27 program to obtain the results of the study. The study found that there is a strong will on the part of the Algerian government to pursue change and digitize services in municipal offices, which has resulted in a significant improvement in the level of services provided. However, the results achieved on the ground do not comply with the objectives set out in the government programs, due to the dissatisfaction of the surveyed citizens with the services provided by the municipality of Ain Temouchent. As organizations navigate the ever-evolving technology landscape, they seek to harness digital tools and strategies to improve their operations, enhance customer experiences, and maintain their competitiveness in a rapidly changing business environment. In this study, multiple aspects in the field of electronic management and digital transformation will be highlighted, These goals will be achieved by analyzing a set of concepts and theories related to these two advanced fields, then highlighting the basic aspects of electronic management and digital transformation, then reviewing the concepts related to electronic management.
