Item واقع تطبيق الإدارة الالكترونية في بلدية المدية -دراسة تحليلية(جامعة غرداية : كلية العلوم الإقتصادية ، التجارية والعلوم التسيير, 2023-11) جمال عبد العزيز, حمادو; لخضر, بن عليةدف هذه ال دراسة إلى معرفة واقع متطلبات تطبيق الإدارة الالكترونية في بلدية المدية، كوا من أهم التوجهات الحديثة في الإصلاح الإداري وتطوير العمليات وزيادة الكفاءة والفعالية من خلال تقديم الخدمات الالكترونية، قصد تعزيز الشفافية وتحقيق الجودة في الخدمات الإدارية والاستجابة لاحتياجات المواطنين، كما تحاول الدراسة التعرف على أبرز التحديات والمعيقات التي تواجه نجاح التحول إلى الإدارة الالكترونية في بلدية المدية، وقد توصلت الدراسة إلى مجموعة من الاستنتاجات والتوصيات تؤسس لتحقيق نظم إدارية الكترونية متكاملةThis study aims to find the requirements for applying the electronic administration in the municipality of Medea due to its significance in the present field of management. electronic administration enhances the transparency and the quality of services provided to citizens. The current study also attemps to identify the main challenges and obstacles to the successful transition toward e-governance in the municipality of Medea. The study drew a set of conclusions and recommendations that would pave the way to establishing integrated electronic management systems.Item مجالات تطبيق الإدارة الالكترونية(جامعة غرداية : كلية العلوم الإقتصادية ، التجارية والعلوم التسيير, 2023-11) رقية, شطيبيمع ظهور الثورة التكنولوجية والمعلوماتية، برزت عدة مصطلحات جديدة من أهمها مصطلح الإدارة الالكترونية التي امتد تأثيرها ليغطي كافة االات بما فيها الحكومية والاقتصادية والتعليمية. وعليه دف هذه الدراسة إلى إبراز أهم مجالات تطبيق الإدارة الالكترونية. ولإنجاز هذه الدراسة تم الاعتماد على المنهج الوصفي التحليلي لتحديد مفهوم الإدارة الالكترونية وعناصر الإدارة الالكترونية، ومجالات تطبيقها. ولقد توصلت هذه الدراسة إلى أهم مجالات تطبيق الإدارة الالكترونية والمتمثلة في الحكومة الالكترونية، والتجارة الالكترونية والتعليم الالكتروني. كما توصي الدراسة على ضرورة إعداد خطة إستراتيجية دقيقة ومحكمة، بالاستعانة بالخبراء والمختصين، وكذا تجارب بعض الدول الناجحة، من أجل تطبيق الإدارة الالكترونيةWith the emergence of the technological and information revolution, several new terms emerged, the most important of which is the term electronic administration, whose influence extended to cover all fields, including governmental, economic, and educational. Accordingly, this study aims to highlight the most important fields of application of electronic administration. In order to accomplish this study, the analytical descriptive approach was relied upon to define the concept of electronic administration, the elements of electronic administration, and the fields of their application. This study concluded that the most important fields of application of electronic administration are represented in electronic government, electronic commerce and e-learning. The study also recommends the need to prepare an accurate and solid strategic plan, with the help of experts and specialists, as well as the experiences of some successful countries, in order to implement electronic administrationItem أولويات تطبيق الإدارة الإلكترونية ومساهمتها في تعزيز الاتصال الإداري في قطاع الاتصالات بالجزائر " دراسة تطبيقية: لمؤسسة موبيليس – ورقلة(جامعة غرداية : كلية العلوم الإقتصادية ، التجارية والعلوم التسيير, 2023-11) السعيد, هتهات; محمد الأخضر, قريشيتبحث هذه الورقة في أولويات تطبيق الإدارة الالكترونية ودورها في تحسين الاتصال في إدارات قطاع الاتصال في الجزائر، وذلك بالاستدلال بحالة مؤسسة موبيليس-ورقلة، حيث أفضت الى أن هذه الأخيرة تعمل على تعميم الإدارة الالكترونية؛ خاصة فيما يتعلق باستخدام برامج الحاسوب والشبكات، مما تجلى في صورة اتصال إداري أكثر فعالية، ومن أكثر العوائق في ذلك وجود فجوة رقمية بين المختصين وغيرهم من العاملين، والاتجاهات السلبيات من بعض العاملين في التكيف مع التحول الرقميThe purpose of this paper is to investigate the priorities in Electronic Management implementation, and its role in improving the communication in communication sector in Algeria, this by inference of the study case of Mobilis company Ouargla. The result shows that company works to generalise the use of electronic management, especially the using of computer programs and networks, that led to more effective management communication. However, the most obstacle is a digital gap that existed between specialists and other employees.Item أثر التكامل بين التحول الرقمي والإدارة الإلكترونية على النجاح التنظيمي(جامعة غرداية : كلية العلوم الإقتصادية ، التجارية والعلوم التسيير, 2023) محمد, كسنة; علي, صوليتج تجسد الهدف الرئيس للبحث في دراسة أثر التكامل بين التحول الرقمي والإدارة الإلكترونية على النجاح التنظيمي، وذلك سعيا نحو التعرف على أهمية كل من التحول الرقمي والإدارة الالكترونية بالإضافة الى أهمية التكامل بينهما ، من أهم النتائج التي توصلت إليها الدراسة:تبين لنا أن التحول الرقمي يستلزم الاعتماد الشامل للتقنيات الرقمية في جميع جوانب المؤسسة؛ تر ّ كز الإدارة الإلكترونية على ادارة المعلومات والعمليات من خلال الوسائل الإلكترونية ؛ يؤكد التقاطع بين التحول الرقمي والإدارة الإلكترونية على أهمية التكيف السريع مع التكنولوجيا الحديثة وتبني مزايا الأدوات والعمليات الرقمية.ومن أهم التوصيات التي توصل اليها الباحثان: ضرورة التأكد من أن أهداف التحول الرقمي تتوافق مع أهداف الإدارة الإلكترونية ؛ إن مسار التحول الرقمي والإدارة الإلكترونية مرشح للنمو والتطور المستمر، مما يتطلب اتخاذ موقف استباقي بشأن القدرة على التكيف، ضرورة القيام بإجراء تقييم شامل لاحتياجات المؤسسة وتحدياا قبل تنفيذ التحول الرقمي، مع ضرورة تحديد نقاط الضعف في الإدارة الإلكترونية ووضع استراتيجية لكيفية معالجة التكنولوجيا لهذه المشكلاتThe main objective of this research is to study the impact of the integration between digital transformation and electronic management on the success of organizations. This aims to gain an understanding of the significance of both digital transformation and electronic management, in addition to the importance of their integration. Among the key findings of the study are as follows: It became evident that digital transformation necessitates comprehensive reliance on digital technologies in all aspects of the organization; electronic management focuses on information and process management through electronic means; the intersection of digital transformation and electronic management underscores the importance of rapid adaptation to modern technology and the adoption of digital tools and processes. Among the key recommendations made by the researchers are the need to ensure that the objectives of digital transformation align with those of electronic management; the trajectory of digital transformation and electronic management is poised for continuous growth and development, necessitating a proactive stance towards adaptability. Furthermore, a comprehensive assessment of the organization's needs and challenges should precede the implementation of digital transformation, along with the identification of weaknesses in electronic management and the formulation of a strategy for addressing technologyrelated issues
