Item أهمية التعليم التكنولوجي للمدققفي تحسين جودة مهمة التدقيق(جامعة غرداية / كلية العلوم الإقتصادية التجارية وعلوم التسيير, 2025-06-23) ابراهيم, صبيعات; عبد العزيز, خرمازةالدراسة إلى تسليط الضوء على التعليم التكنولوجي لمدققي الحسابات في ظل التحولات الرقمية المتسارعة، ودوره في تعزيز جودة مهمة التدقيق، بحيث تستعرضهذهالدراسة التحديات والفرص التي تفرضها التكنولوجيا على مهنة التدقيق، مؤكدة على ضرورة اكتساب المدققين للكفاءات والمهاراتفي مجال التكنولوجيا الرقمية للتعامل مع الأدوات الحديثة مثل الذكاء الاصطناعي، تحليل البيانات الضخمة، وتقنيات البلوك تشين، كما تناقش هذه الورقة أهمية تطوير المناهج التعليمية والتدريب المستمر لمدققي الحسابات بما يتماشى مع المعايير الدولية، وتأثير ذلك على زيادة كفاءة وفعالية عمليات التدقيق، وتقديم خدمات تدقيق ذات جودة عالية، وقد توصلت الدراسة إلى أن إستخدام الأدوات الرقمية كالذكاء الإصطناعي، تحليل البيانات الضخمة يساهم بشكل كبير في الرفع من كفاءة وجودة عمليات التدقيق، مما يؤدي إلى تحسين جودة التدقيق الخارجي والزيادة من مصداقية القوائم المالية.This study aims to highlight the significance of technological education for auditors amidst rapid digital transformations and its pivotal role in enhancing audit quality. The study examines the challenges and opportunities presented by technology to the auditing profession, stressing the need for auditors to acquire digital competencies and skills to effectively utilize modern tools such as Artificial Intelligence (AI), Big Data Analytics (BDA), and blockchain technologies. Furthermore, this paper discusses the importance of developing educational curricula and continuous training for auditors in line with international standards, and their consequent impact on increasing the efficiency and effectiveness of audit processes and delivering high-quality audit services. The findings reveal that the use of digital tools like AI and BDA significantly contributes to elevating the efficiency and quality of audit operations, thereby improving external audit quality and enhancing the credibility of financial statements.Item ﺩﺭﺍﺳﺔ تحليلة ﻟﻮﺍﻗﻊ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ في الجماعات المحلية –ﺍﻟﺒﻠﺪﻳﺔ نموذجا(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023-11) خاتمة, ﻟﻮﺍتي; ﻣﻨﺎﻝ ﺍﺑﺘﺴﺎﻡ, ﻣﻨﻘﻮﺭﻱﺷﻜﻞ ﻣﺸﺮﻭﻉ ﺍلجﺰﺍﺋﺮ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﺍلمﻨﻬﺠﻴﺔ ﺍﻟﻘﺎﻋﺪﻳﺔ ﺍﻟتي ﺍﻧﻄﻼﻗﺎ ﻣﻨﻬﺎ ﺑﺎﺷﺮﺕ ﻭﺯﺍﺭﺓ ﺍﻟﺪﺍﺧﻠﻴﺔ ﻭ ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ ﺑﺎﻟﺘﻌـﺎﻭﻥ ﻣـﻊ ﻭﺯﺍﺭﺓ ﺗﻜﻨﻮﻟﻮﺟﻴﺎﺕ ﺍﻟبرﻳﺪ ﺑﺮﻧﺎﻣﺞ ﺗﻄﺒﻴﻖ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﻋﻠﻰ ﻣﺴﺘﻮﻯ ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ ﻭ ﺍﻟﻌﻤﻞ ﻋﻠﻰ ﺗﻄﻮﻳﺮ ﻭ ﻋﺼﺮﻧﺔ ﺍﻹﺩﺍﺭﺓ ﺍلمحﻠﻴﺔ، ﻭ ﻣﻦﺃﺟﻞ تحﺴين ﺃﺩﺍﺀ ﺍلخﺪﻣﺎﺕ ﺍﻟﻌﺎﻣﺔ، ﺪﻑ ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺗﺴﻠﻴﻂ ﺍﻟﻀﻮﺀ ﻋﻠـﻰ ﻣﻔﻬـﻮﻡ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴـﺔ في ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ في ﺍلجﺰﺍﺋﺮ ﻭ ﺑﺎﻷﺧﺺ ﺍﻟﺒﻠﺪﻳﺔ ﺑﺎﻟﺘﻄﺮﻕ ﺇلى ﺭﻗﻤﻨﺔ ﻣﺼﻠﺤﺔ ﺍلحﺎﻟﺔ ﺍلمﺪﻧﻴﺔ ، ﺍلمﺸﺮﻭﻉ ﺍﻟﺒﻴﻮﻣﺘﺮﻱ ﻭ ﺍﻟﺒﻠﺪﻳﺔ ﺍﻟﺬﻛﻴﺔ ، ﺣﻴﺚ تم ﺍﻻﻋﺘﻤﺎﺩ ﻋﻠﻰ ﺍلمﻨﻬﺞ ﺍﻟﻮﺻﻔﻲ ﺍﻟﺘﺤﻠﻴﻠﻲ لمﻼﺋﻤﺘﻪ ﻟﻠﺪﺭﺍﺳﺔ، ﻭ ﺗﻮﺻﻠﺖ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺃﻥ ﺍﻟﻨﺠﺎﺡ في ﺗﻄﺒﻴﻖ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔAbstract : The e-Algeria project formed the basic methodology from which the Ministry of Interior and Local Communities, in cooperation with the Ministry of Postal Technologies, undertook a program to implement electronic management at the level of local communities and work on developing and modernizing local administration, and in order to improve the performance of public services, this study aims to highlight Shedding light on the concept of electronic management in local communities in Algeria, especially the municipality, by addressing the digitization of the civil department, the biometric project and the smart municipality, where the descriptive analytical approach was relied upon for its suitability for the study, and the study concluded that success in applying electronic management and overcoming various Obstacles to their application will have a positive impact on various economic and social aspects. The study also concluded that Algeria has not yet reached the desired goals of implementing electronic management in local communities. The study recommended the necessity of reviewing the experiences of countries that have succeeded in applying electronic management at the level of public service. And simulate itstatus ﻭ ﺍﻟﺘﻐﻠﺐ ﻋﻠﻰ مخﺘﻠﻒ ﻣﻌﻴﻘﺎﺕ ﺗﻄﺒﻴﻘﻬﺎ ﺳﻴﻜﻮﻥ ﻟﻪ ﺍﻷﺛﺮ ﺍﻹيجﺎبي ﻋﻠﻰ مخﺘﻠﻒ ﺍلجﻮﺍﻧﺐ ﺍﻻﻗﺘﺼﺎﺩﻳﺔ ﻭ ﺍﻻﺟﺘﻤﺎﻋﻴﺔ، ﻛﻤـﺎ ﺧﻠﺼـﺖ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺃﻥ ﺍلجﺰﺍﺋﺮ لم ﺗﺼﻞ ﺑﻌﺪ ﻟﻸﻫﺪﺍﻑ ﺍلمﺮﺟﻮﺓ ﻣﻦ ﺗﻄﺒﻴﻖ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ في ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ، ﻭ ﺃﻭﺻـﺖ ﺍﻟﺪﺭﺍﺳـﺔ ﺑﻀﺮﻭﺭﺓ ﺍﻻﻃﻼﻉ ﻋﻠﻰ تجﺎﺭﺏ ﺍﻟﺪﻭﻝ ﺍﻟتي نجﺤﺖ في ﺗﻄﺒﻴﻖ ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ ﻋﻠﻰ ﻣﺴﺘﻮﻯ ﺍلخﺪﻣﺔ ﺍﻟﻌﻤﻮﻣﻴﺔ ﻭ محﺎﻛﺎﺎ. ﺍﻟﻜﻠﻤﺎﺕ ﺍلمﻔﺘﺎﺣﻴﺔ:ﺍﻹﺩﺍﺭﺓ ﺍﻻﻟﻜﺘﺮﻭﻧﻴﺔ، ﺍلجﻤﺎﻋﺎﺕ ﺍلمحﻠﻴﺔ،ﺍﻟﺒﻠﺪﻳﺔ،ﺍﻟﺮﻗﻤﻨﺔ، ﺗﻜﻨﻮﻟﻮﺟﻴﺎ ﺍلمﻌﻠﻮﻣﺎﺕ
