النظام القانوني للسوق المال في الجزائر

Abstract

في ظل الأزمات والضغوط الدولية قامت الجزائر بتبني النظام الاقتصادي الليبرالي الذي يقوم على مبدأ الحرية الاقتصادية وتشجيع المبادرة الخاصة والمنافسة الحرة، حيث شرعت في مجموعة من الاصلاحات الاقتصادية، متمثلة في انسحاب الدولة من النشاط الاقتصادي لصالح هيئات متخصصة لضبط السوق. حيث أوكلت مهمة ضبط السوق المالي الى لجنة تنظيم عمليات البورصة ومراقبتها بمساعدة شركات السوق. تتمتع هذه الهيئات بصلاحية اصدار الأنظمة واللوائح لتنظيم السوق المالية. رغم تبني الدولة للفكر الاقتصادي الليبرالي، إلا أنها لم تتخلص من الذهنية الاشتراكية التي صاحبتها لعقود من الزمن، فلم تكن مستعدة تمام الاستعداد للانسحاب من تسيير القطاعات الاقتصادية، بحجة حمايتها وحماية المتعاملين فيها.

In the shadow of crisises and pressure ,the Algerian government adopted the liberal economic system which is based on the principal of the economic freedom and encouraging private initiative and free challenge , so it launched a set of economic reforms represented in the government withdrawal from the economic practice in favour of private bodies to adjust the market where it authorised the task of adjusting the financial market to a commiette that organises and controls the stock market with the help of market companies .These bodies enjoy the validity of issuing systems and lists to organize the financial market . Inspite of adopting the liberal economic system ,the government has not get rid yet of the socialist mentality that accompanied it for centuries .So the government was not able to withdraw from managing the economic sectors with the evidence of protecting itself and its economic dealers.
