أثر الحوكمة على حجم تدفقات الاستثمار الأجنبي المباشر في الجزائر د راسة حالة قياسية( 1996 - 2020)

Abstract

هدفت هذه الدراسة إلى الكشف أو التحليل عن مدى تأثر الإستثمار الأجنبي المباشر في الجزائر بالحوكمة ومختلف مؤشراتها ولتوصلنا لمختلف النتائج وكشف عن أجوبة لأسئلتنا وإشكاليتنا قمنا باستخدام برنامج Eviews12 عن طريق نموذج الفجوات الزمنية الموزعة ARDL والتي كانت خلال الفترة الممتدة من ) 1996 - 2020 (، حيث تم التطرق في الجانب النظري لكل من الحوكمة والإستثمار الأجنبي المباشر، كما تم الاستعانة ببعض الدراسات السابقة التي عالجت نفس موضوع الدراسة. وبالاعتماد على الطرق القياسية والإحصائية توصلنا الى بعض نتائج الدراسة، و من أهم النتائج التي توصلنا إليها من خلال دراستنا القياسية أن من المؤشرات الحوكمة التي تؤثر إيجابيا في المدى الطويل هي مؤشر السيطرة على الفساد CC في حين أن باقي المتغيرات الاقتصادية لها علاقة عكسية مع المتغير التابع الإستثمار الأجنبي المباشر، أما في المدى القصير فالمؤشرات التي لها علاقة طردية وتؤثر إيجابيا على الإستثمار الأجنبي المباشر هي مؤشر السيطرة على الفساد CC ، مؤشر سيادة القانون RL ، مؤشر المساءلة والمشاركة VA ، أما المؤشرات التي لها أثر سلبي على تدفق الإستثمار الأجنبي المباشر إلى الجزائر تتمثل في مؤشر فعالية الحكومة GE ، مؤشر الاستقرار السياسي PS ومؤشر جودة التشريعات .RQ This research paper aimed at revealing or analyzing the extent to which foreign direct investment in Algeria was affected by governance and its various indicators، and to reach the various results and reveal answers to our questions and problems، we used the Eviews 12 program through the ARDL distributed time gap model، which was during an extended period of (1996-2020)، where the theoretical aspect of both governance and foreign direct investment was addressed، and some previous studies that dealt with the same subject matter were used. And depending on the standard and statistical methods، we reached some of the results of the study. Economic variables have an inverse relationship with the dependent variable on foreign direct investment. As for the short term، the indicators that have a direct relationship and positively affect foreign direct investment are the corruption control index CC، the rule of law index RL and the accountability and participation index VA، while the indicators that have a negative impact on the flow Promising foreign investment to Algeria is represented by the Government Effectiveness Index (GE)، the Political Stability Index (PS) and the Legislative Quality Index (RQ
