Abstract

تهدف ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺑﻴﺎﻥ ﻣﺪﻯ ﺗﺄﺛير ﺗﻄﺒﻴﻖ ﺍلمﻠﻒ ﺍﻟﻄبي ﺍﻹﻟﻜﺘﺮﻭني ﻛﻤﺘﻐير ﻣﺴﺘﻘﻞ، ﻋﻠﻰ ﺟﻮﺩﺓﺍلخﺪﻣﺎﺕ ﺍﻟﺼﺤﻴﺔ ﻭﻛﺬﺍ ﺗﻮﺿﻴﺢ ﺍﻟﺪﻭﺭ ﺍﻟﺬﻱ ﻳﻠﻌﺒﻪ في ﺍﻻﺭﺗﻘﺎﺀ ﺑﺎلخﺪﻣﺎﺕ ﺍﻟﺼﺤﻴﺔ ﺇلى ﻣﺴﺘﻮﻯ ﺗﻄﻠﻌﺎﺕ ﺍلمﻮﺍﻃﻨين، ﻭﺫﻟﻚ ﻣﻦ ﺧﻼﻝ ﺗﻮﺿﻴﺢﺁﻟﻴﺔ ﺗﻨﻔﻴﺬ ﺍلمﻠﻒ ﺍﻟﻄبي ﺍﻹﻟﻜﺘﺮﻭني ﺑﺄﺑﻌﺎﺩﻩ)ﺍلمﺘﻄﻠﺒﺎﺕ ﺍﻹﺩﺍﺭﻳﺔ، ﺍلمﺘﻄﻠﺒﺎﺕ ﺍﻟﺘﻘﻨﻴﺔ، ﺍلمﺘﻄﻠﺒﺎﺕ ﺍﻟﺒﺸﺮﻳﺔ، ﺍلمﺘﻄﻠﺒﺎﺕ ﺍلمﺎﻟﻴﺔ(في ﺍلمﺆﺳﺴﺔ ﺍﻟﻌﻤﻮﻣﻴﺔ ﻟﻠﺼﺤﺔ ﺍلجﻮﺍﺭﻳﺔ ﺑني ﺳﻠﻴﻤﺎﻥ ـ ﺍلمﺪﻳــﺔ، ﻭﻣﻦ ﺃﺟﻞ تحﻘﻴﻖ ﺃﻫﺪﺍﻑ ﺍﻟﺪﺭﺍﺳﺔ ﺍﺳﺘﺨﺪﻣﻨﺎ ﺍلمﻨﻬﺞ ﺍﻟﺘﺤﻠﻴﻠﻲ ﺍﻟﻮﺻﻔﻲ ﻟﺘﻨﺎﺳﺒﻪ ﻣﻊ ﺇﺷﻜﺎﻟﻴﺔ ﺍﻟﺪﺭﺍﺳﺔ، ﺣﻴﺚ ﺗﻮﺻﻠﻨﺎ في ﺎﻳﺔ ﻫﺬﻩ ﺍﻟﻮﺭﻗﺔ ﺍﻟﺒﺤﺜﻴﺔ ﺇلى ﺍﻋﺘﻤﺎﺩ ﺍلمﻠﻒ ﺍﻟﻄبي ﺍﻹﻟﻜﺘﺮﻭني في ﺍلخﺪﻣﺎﺕ ﺍﻟﻌﻤﻮﻣﻴﺔ ﺍﻟﺼﺤﻴﺔ ﺳﺎﻫﻢ ﺑﺸﻜﻞ ﻧﻮﻋﻲ في ﺗﻨﻈﻴﻢ ﺍﻟﺴﻠﺴﻠﺔ ﺍﻻﺳﺘﺸﻔﺎﺋﻴﺔ في ﺍلمﺆﺳﺴﺎﺕ ﺍﻟﺼﺤﻴﺔ، ﻭﻛﺬﺍ ﺗﻌﺰﻳﺰﺁﻟﻴﺎﺕ ﺍﻟﺘﻨﺴﻴﻖ ﺑﻴﻨﻬﺎ ﻭﺿﻤﺎﻥ ﻓﺎﻋﻠﻴﺔ ﺃﻛبر في ﻣﻌﺎلجﺔ ﺍلحﺎﻻﺕ ﺍﻟﺼﺤﻴﺔ، ﻭﻛﺬﺍ تخﻔﻴﺾ ﺍﻟﺘﻜﺎﻟﻴﻒ ﺍلمﺘﻌﻠﻘﺔ ﺑﺎﻟﻌﻤﻠﻴﺔ ﺍﻹﺳﺘﺸﻔﺎﺋﻴﺔ ﻣﻦ ﺧﻼﻝ ﺍﻟﺘﺨﻠﺺ ﻣﻦ ﺍلحﺎﻻﺕ ﺍلمﺮﺿﻴﺔ ﺍﻟﻮهمية This study aims to demonstrate the effect of the application of the electronic medical record as an independent variable on the quality of health services, as well as to clarify the role it plays in improving health services at the level of aspirations citizens, by clarifying the mechanism for implementing the electronic medical record with its dimensions (administrative requirements, technical requirements, human requirements, financial requirements) of the Public establishment of proximity Health, Beni Slimane - Medea. In order to achieve the objectives of the study, we used the descriptive analytical approach to adapt it to the problem of the study. At the end of this research paper, we achieved the adoption of the electronic medical record in public health services. contributed qualitatively to organizing the hospital chain in health establishments, as well as to strengthening the coordination mechanisms between them and ensuring greater efficiency in the treatment of health cases, as well as reducing costs related to the process of hospitalization by getting rid of imaginary medical cases.
