المناطق الصناعية ودورها في تحقيق التنمية المستدامة

Abstract

تتميز المناطق الصناعية بأهمية بالغة في الاقتصاد الوطني،باعتبارها أداة لتركيز مختلف المشاريع الاستثمارية الاقتصادية التي تشكل القاعدة الأساسية للنمو الصناعي. لهذا اتجهت معظم الدول ومنها الجزائر إلى سن القوانين لتنظيم وتطوير العقار الصناعي وإدراجه ضمن الاستثمارات العقارية الكبرى. وبالرغم من الظهور المبكر للعقار الصناعي في الجزائر فان الجانب التشريعي المنظم له عرف تأخر أو عدم استقرار، الأمر الذي أدى إلى صعوبات وعوائق مختلفة حالت في بعض الأحيان دون التحكم العقلاني في العقار الصناعي وترك مساحات شاسعة منه عرضة للإهمال والمضاربة غير المشروعة. The industrialized regions are characterized by a major importance in the national economy as tools( means) for establishing the foundations of various economic investment projects which represent the essential basis in the industrial development. And for that, the majority of the countries including Algeria has established many laws in order to organize and promote the major real estate investments. And in spite of the early appearance of the industrial Real estate in Algeria but the legislative shutter on its side knew a remarkable delay and a recurring instability. As a result, this fact has created many difficulties and different obstacles leading to the lack of rational control of the industrial estate Land, leaving so a large areas of Land to be abandoned to a Wild speculation.
