Digital transformation in our current time is an inevitable necessity imposed by life’s conditions and requirements. This digital transformation that the world is witnessing has affected various aspects of life, including the administrative field in which the administration has become obligated to digitize all its dealing, including the subject of public transactions, which is a droad field. This type of digital transformation, which will contribute to the promotion and advancement of public transaction in a positive manner, in terms of facilitating the task of both parties to relationship in public transaction, whether the economic operator or the contracting administration, and the Algerian system has caught up with this trend by adopting the electronic portal in the field of transaction.
