واقع الإدارة الإلكترونية في إدارة الجماعات المحلية _ دراسة حالة لبلدية بونورة وبلدية غرداية _

Abstract

تهدف هذه الدراسة إلى البحث عن واقع وحقيقة تطبيق الإدراة الإلكترونية في إدارة الجماعات المحلية في بلدية بونورة وبلدية غرداية والإ طلاع على الأدوات والوسائل التي من خلالها تسعى بلدية بونورة وبلدية غرداية إلى تطبيق أسس الإدارة الإلكترونية. ا وعتمدنا على المنهج الوصفي التحليلي لوصف مختلف الجوانب المتعلقة بالإدارة الإلكترونية ومنهج دراسة الحالة في الجانب التطبيقي لإسقاط الجانب النظري على مجموعة من الموظفين في مصلحة الرقمنة والعصرنة في بلديتي بونورة و غرداية، وقد تم استعمال اداة الاستبانة لمعرفة توجهات العينة المستهدفة بخصوص الموضوع، حيث تم توزيع 72 استبانة على الموظفين في مصلحة الرقمنة والعصرنة وقد تم استرجاع 60 استبانة، اعتبرت 51 منها صالحة للدراسة، وقد تم تحليلها باستخدام برنامج الحزم الإحصائية بنسخته الحديثة SPSS v20 This study aims to search for the reality of the application of electronic management in the management of local communities in the municipality of Bounoura and the municipality of Ghardaia and to see the tools and means through which the municipality of Bounoura and the municipality of Ghardaia seek to apply the foundations of electronic management. We relied on the descriptive analytical approach to describe the various aspects related to electronic management and the case study approach in the practical aspect to project the theoretical aspect on a group of employees in the interest of digitization and modernization in the municipalities of Bounoura and Ghardaia.
