المخططات البلدية ودورها في التنمية المحلية

Abstract

تعد المخططات البلدية للتنمية أحد أهم الأدوات التي تعتمدها البلدية في تحقيق التنمية المحلية، حيث نص عليها القانون رقم 11-10 بشكل سطحي، وقد جعل مسؤولية إعدادها على عاتق المجلس الشعبي البلدي في إطار إختصاصاتها، وذلك بغية تحقيق التنمية المحلية في المجالات الأساسية المهمة للمواطنين مثل الصحة، السكن، ...، إلا أن تطبيقها في الواقع تعترضها عدة صعوبات من بينها: المعوقات الداخلية والمعوقات الخارجية، وتنتج عن هذه المعوقات أثار سلبية على التنمية المحلية، مما دعا جميع القائمين عليها إعداد المخططات البلدية للتنمية من إيجاد مجموعة من الآليات التي تعزز دور المخططات البلدية للتنمية من أجل دعم التنمية المحلية.
