Abstract

This study deals with a topic entitled of administrative organization of Ottman Ibn Affan’s country, which is based on the purposes of Islamic religion and constitutional law.It also tackles fundamental aspects in the era of El Kholafaa el Rashedeen, which is a source of legislation. This study focuses on the major administrative achievement of El Kalifa Othman Ibn Affan such as gathering the holy Quran, the geographical division of the states and appointing a Wali on each as well as the developmental side. And Compare the rule of Othman bin Affan with the standards of constiutional law. The result of the study shows that Ottman Ibn Affan was able to achieve the purpose of Islamic religion and maintaining the public order of the country as well as its unity.
