Abstract

جريمة الاتجار بالمخدرات والمؤثرات العقلية، ظاهرة استفحلت في العالم بأجمع الا ان تتبع الاليات الوقائية من لعب دور كبير في التقليل منها باستبدال العقاب بالعلاج للمستهلكين وهذا بتعديل التدابير الوقائية وبالإضافة الي ذلك فرض اليات عقابية مشددة لمعاقبة مروجي ومتجري المخدرات الا ان واجهتها عدة إشكالات التي وجب ان يتم ادراكها وكذا اتبع السياسة الوطنيةوالدولية لمكافحة هذه الظاهرة من خلال الاتفاقيات الدولية ووضع استثناءات قانونية وكذاالتنسيق الأمني على الصعيد الدولي لمكافحة هذه الظاهرة و لكن رغم ذلك فهي تزداد كل سنة اكثر من قبل.
