أثر السياسة الضريبية على جذب الإستثمار الأجنبي المباشر -دراسة حالة الجزائر من 1999-2023

Abstract

يهدف هذا البحث إلى دراسة العالقة بين السياسة الضريبية وجاذبية االستثمار األجنبي المباشر، من خالل تحليل مدى تأثير معدالت الضرائب والحوافز الضريبية على قرارات المستثمرين األجانب. وقد انطلقت الدراسة من إشكالية محورية مفادها :إلى أي مدى تؤثر السياسة الضريبية في قدرة الدول على جذب االستثمار األجنبي المباشر؟ ا في اتخاذ ق ارر االستثمار، إال أن فعاليتها ً ا مهم ً وتوصلت الد ارسة إلى أن السياسة الضريبية تشكل عنصر تظل مشروطة بعوامل أخرى مثل الشفافية، االستق ارر، وسهولة اإلج ارءات اإلدارية. كما أن توفير الحوافز م بسياسات اقتصادية شاملة تضمن االستدامة والثقة في النظام الجبائي ّ دع ُThis research aims to study the relationship between tax policy and the attractiveness of foreign direct investment (FDI), by analyzing the impact of tax rates and tax incentives on foreign investors' decisions. The study stems from a central question: To what extent does tax policy affect a country’s ability to attract foreign direct investment? The study concludes that tax policy is an important factor in investment decision-making; however, its effectiveness remains conditional on other factors such as transparency, stability, and the simplicity of administrative procedures.
