Item دور الديمقراطية التشاركية في تعزيز التنمية المحلية: دراسة تحليلة لبعض النماذج الدولية(جامعة غرداية - كلية الحقوق والعلوم السياسية - قسم العلوم السياسية, 2021-06) سقراس, عبد الحكيميعتبر موضوع الديمقراطية التشاركية من أهم المواضيع المتداولة على الصعيد الدولي و يعود ذلك إلى المطالبة الدولية و الأممية بضرورة إشراك الهيئات المجتمع المدني و المواطنين و كافة شرائح المجتمع في عملية صناعة القرار، و ذلك كون أن الديمقراطية التمثيلية التي سبقتها عجزت عن تقليص الهوة بين المنتخبين و الهيئة الناخبة و تآكل الثقة بينهما فضلا عن التشكيك في شرعية الأبنية التقليدية التي تعتمد على الأساس الهرمي التي لم تعد تتماشى مع التطورات و المستجدات الطارئة و خيث أن إقرار الحق في التنمية يعتبر حقا من حقوق الإنسان الغير قابلة للتصرف فيها التي نادت بها المؤسسات الدولية، و هذا الأخير يتأتى إلا من خلال المشاركة الشعبية في تحقيق التنمية على إعتبار أنهم يشكلون الوسيلة و الغاية في آن واحد. هذا إلى جانب إخفاق الدول في تنفيذ السياسات التنموية، و بهذا إعتبرت هذه الأخيرة أن أزمة التمية المحلية تعود بالدرجة الأولى إلى غياب إدارة محلية رشيدة تشجع مشاركة المواطنين و تدعم المجتمع المدني في تدبير الشأن العام، و عليه فإن هذه الدراسة تهدف إلى تجسيد العلاقة بين الديمقراطية التشاركية و دورها في تعزيز التنمية المحلية، و تناولت المفاهيم الأساسية حول الديمقراطية التشاركية و التنمية المحلية. The subject of participatory democracy is one of important frequently as best topics, and that's due to international demands of the importance of involving civil society organization and citizens and all slices of society in making decision. The fact that the representative democracy that processed it failed to be able to reduce the gap between the elected body and lack of confidence between them, as well as questioning the legitimacy of traditional buildings that depends on the hierarchical basis, which are no longer aligned with development and emergency of novelties, where as the adoption of the right to development considered one of The general right pf human body that couldn’t be touched as the international societies said. And this last one comes through the public participation in achieving development as they constitute the end and the means at the same time. This is besides the failed of nation the meeting development policies, therefore, the tatter considered the local development arises returns in the first place to the pack of local administration, support citizens to participate and support the civil society to measure the public affairs, so that this study embody the reaction between participatory democracy and his role strength the local development, and dismiss the basis terms about the participatory democracy and local development.Item أثر ندرة العمالة المحلية على المشاريع الكبرى لسنة 2018 : دراسة حالة بولاية غرداية(جامعة غرداية - كلية الحقوق والعلوم السياسية - قسم العلوم السياسية, 2020) كتاب, حميدةيحتل موضوع التنمية المحلية أهمية كبيرة لدى المجتمعات، حيث سعت هاته الأخيرة نحو تبينيها كظاهرة تشاركية تبدأ من القاعدة وهي المواطن البسيط الذي يسعى نحو تحسين مستوها المعيشي بمعية الجهود المحلية والجهود الحكومية لحصوله على أفضل وأحسن شروط لحياة ذات رفاهية. فأخذت الدولة استراتيجيات لتطبيقها وهي ما يسمى بالسياسات التنموية والتي تنبع من انشغالات المواطن المحلي، وثم ترجمة هاته السياسات على أرض الواقع في شكل مشاريع تنموية وهاته المشاريع وضعت في شكل مخططات وبرامج لابد من وجود عدة فواعل لتطبيقها من بين هاته الفواعل نجد ما يسمى بالعمالة هاته العمالة والتي بالأحرى يجب أن تكون عمالة محلية لكي تعمل بطريقة أفضل وأحسن لكونه المستفيد الأول منها. ومن خلال الدراسة الميدانية لمعرفة مدى تأثير هاته العمالة على المشاريع لكونها الانطلاقة الأولى لها، حيث أن تنفيذها لهاته المشاريع يعني تطبيق السياسة التنمية للدولة وبالتالي الوصول للتنمية المحلية. بمعنى أن العمالة المحلية وإن كانت الحلقة الأضعف في عجلة التنمية المحلية إلا أنها النقطة المركزية والمحورية لانطلاقها. The issue of local development is of great importance to societies, as the latter sought to adopt it as a participatory phenomenon that starts from the base, which is the simple citizen who seeks to improve their standard of living with local efforts and government efforts to obtain the best and best conditions for a well-off life. So the state took strategies to implement them, which are the so-called development policies that stem from the concerns of the local citizen, and then translate these policies on the ground in the form of development projects, and these projects were placed in the form of plans and programs. In the sense that local employment, although it was the weakest link in the wheel of local development, but it is the focal point and focal point of its launch.Item فعاليـة التنظيم الإداري للولايـة المنتدبـة في تحقيق التنمية المحلية دراسةحالة "الولاية المنتدبة المنيعة"(جامعة غرداية - كلية الحقوق والعلوم السياسية - قسم العلوم السياسية, 2020) بوضبية, عفافلقد استحدثت الحكومة الجزائرية نظام المقاطعات الإدارية في إطار تقسيم وتنظيم الجماعات الإقليمية ولضمان حسن سير الإدارة العمومية على المستوى المحلي والمزج بين المركزية واللامركزية مثل باقي الدول وكل هذا من خلال المرسوم الرئاسي 140-15 والمرسوم التنفيذي 141-15 الخاصين بالمقاطعات الجديدة سيرها ولاة منتدبون يعملون تحت وصاية الوالي . تحديد عمل هذه الهيئة الإدارية جعل عملها التنموي على مستوى إقليمها بسبب لامركزية قراراتها. ولمعرفة مدى توفيق المشرع الجزائري في هذا المجال اقتضى هذا الأمر دراسة دور النظام الإداري الجديد في النهوض بالتنمية المحلية على مستوى المقاطعات الإدارية المستحدثة.
