Item 1 ﺃﺛﺮ ﺍﻟﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ ﻋﻠﻰ ﻛﻔﺎﺀﺓ ﻭﺃﺩﺍﺀ ﺍﻟﻘﻄﺎﻉ ﺍلمﺼﺮفي_تجرﺑﺔ ﻣﺼﺮ نموﺫﺟﺎ(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023) ﻛﺮيمﺔ, ﺟﺎﺳﻢ; ﻣﺮﻭﺍﻥ, ﺑﻦ ﻗﻴﺪﺓتهدﻑ ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇلىﺇﺑﺮﺍﺯ ﻣﺪﻯ ﻣﺴﺎهمﺔ ﺍﻟﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ في تحﺴين ﺃﺩﺍﺀ ﺍﻟﺒﻨﻮﻙ، ﻭﻗﺪ تم ﺍﻻﻋﺘﻤﺎﺩ ﻋﻠﻰ ﺩﺭﺍﺳﺔ ﻭﺻﻔﻴﺔ تحليلية تم ﺇﻟﻘﺎﺀﺍﻟﻀﻮﺀ ﻓﻴﻬﺎ ﻋﻠﻰﻣﻔﻬﻮﻡ ﺍﻟﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ ﻭﺇﺑﺮﺍﺯ ﺩﻭﺭﻩ ﻭﺃهمﻴﺘﻪ ﻋﻠﻰ المؤسسات المالية المصارف ﺑﺼﻔﺔ ﺧﺎﺻﺔﻋﻦ ﻃﺮﻳﻖ ﺗﻘﺪيم ﺧﺪﻣﺎﺕ ﺫﺍﺕ ﺃﺩﺍﺀ ﻣﺘﻤﻴﺰ في ﻭﻗﺖ ﺃﻗﻞ ﻭﺑﺘﻜﻠﻔﺔ ﻣﻨﺨﻔﻀﺔ ﺑﺎﻹﺿﺎﻓﺔ ﺇلىتحﻘﻴﻖ ﺍﻟﺮبحﻴﺔﻭﺯﻳﺎﺩﺓ ﺍلمﻨﺎﻓﺴﺔ،ﻛﻤﺎتم ﺍﻟﺘﻄﺮﻕ ﻛﺬﻟﻚ ﺇلىتجﺮﺑﺔ ﺍﻟﺒﻨﻚ ﺍلمﺮﻛﺰﻱ ﺍلمﺼﺮﻱ في ﺍﻟﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ. ﻭﻗﺪ ﺗﻮﺻﻠﺖ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﻣﻌﺮﻓﺔ ﺍﻟﺪﻭﺭﺍﻟﻜﺒير ﻟﻠﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ ﻛﺂﻟﻴﺔ لخﻠﻖﻭتحﺴين ﺃﺩﺍﺀ ﺍﻟﺒﻨﻮﻙ،ﻣﻦ ﺧﻼﻝ ﺯﻳﺎﺩﺓ ﻛﻞ ﻣﻦ ﺍﻟﺮبحﻴﺔ ﻭﺍﻟﺪﺧﻞ، ﺧﻔﺾ ﺍﻟﺘﻜﺎﻟﻴﻒ ﻭﺯﻳﺎﺩﺓ ﺣﺠﻢ ﺍﻟﻌﻤﻼﺀ،ﻛﻤﺎ سمﺢ ﺑﺘﻮﺳﻴﻊ ﺍلخﺪﻣﺎﺕ ﺍلمﺼﺮﻓﻴﺔ.ﻛﻤﺎ ﻛﺎﻥﻫﻨﺎﻙﺃﺛﺮ ﺍيجﺎبي ﻭﻣﻴﺰﺓ ﻧﺴﺒﻴﺔ ﻟﻠﺘﺤﻮﻝ ﺍﻟﺮﻗﻤﻲ ﻋﻠﻰ تحﺴين ﺃﺩﺍﺀ ﺍﻟﺒﻨﻚ ﺍلمﺼﺮﻱﹼ ﺗﻘﺪيم مجﻤﻮﻋﺔ ﻣﻦ ﺍلمﻘﺘﺮﺣﺎﺕ، ﻭﻟﺘﺤﻘﻴﻖ ﺫﻟﻚ تمﺗﺘﻤﺜﻞ في ﺗﺒني ﺇﺳﺘﺮﺍﺗﻴﺠﻴﺎﺕ ﻣﺎﻟﻴﺔ ﻣﺪﺭﻭﺳﺔﺗﺄﺧﺬ ﺑﻌين ﺍﻻﻋﺘﺒﺎﺭ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎﺕ ﺍلحﺪﻳﺜﺔ، ﻭﺗﺪﺭﻳﺐ ﻭﺗﻄﻮﻳﺮ ﺍﻟﻌﺎﻣﻠين،ﻭتحﺪﻳﺚ ﺍﻟﺒﻨﻴﺔ ﺍﻟﺘﺤﺘﻴﺔ ﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ المعلومات بهدﻑ ﺗﻄﻮﻳﺮ ﺁﻟﻴﺎﺕ ﺍﻟﻌﻤﻞ المصرفيﺍﻻﻟﻜﺘﺮﻭنيThis study aims to highlight the extent to which digital transformation contributes to improving the performance of banks. It relied on a descriptive analytical study that shed light on the concept of digital transformation and highlighted its role and importance to financial institutions and banks in particular by providing services with outstanding performance in less time and at a low cost. In addition to achieving profitability and increasing competition, the experience of the Central Bank of Egypt in digital transformation was also discussed. The study identified the significant role of digital transformation as a mechanism to create and improve bank performance, by increasing both profitability and income, reducing costs and increasing customer volume, and also allowing the expansion of banking services. There was also a positive impact and a relative advantage of digital transformation on improving the performance of the Egyptian Bank. To achieve this, a set of proposals were presented,namely adopting thoughtful financial strategies that take into account modern technologies, training and developing employees, and modernizing the information technology infrastructure with the aim of developing electronic banking work mechanisms.Item A Proposed Framework Illustrating the Efficiency of Using the Balanced Scorecard to Improve the Quality of Local Government Services A Case Study of Tolga Municipality(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023) Aboubakeur, Boussalem; Sihem, MouffokThis research aims to shed light on the Balanced Scorecard and its effectiveness in improving service quality. To achieve the research objectives, which include determining the municipalities' ability to implement the Balanced Scorecard and assessing its effectiveness in enhancing the quality of services using the Balanced Scorecard model, the researchers designed a questionnaire consisting of 38 statements distributed to a random sample of employees from Toulké Municipality. The sample size consisted of 100 employees, from which the researchers collected 85 valid questionnaires for statistical analysis. After processing the data using the statistical software SPSS version 22, the researchers arrived at several key findings. Among the most prominent is that the implementation of the Balanced Scorecard in Toulké Municipality contributes to improving the quality of its services. Electronic commerce is considered the most important invention of the era through which profits can be achieved that cannot be achieved through traditional methods. This research paper, entitled Problems and Challenges Related to Electronic Commerce Collection, provides an explanation of each of electronic commerce. And the collection of electronic commerce in Algeria, where we addressed the issue in an objective, explanatory way by identifying the various problems and challenges faced by the collection of electronic commerce. The research paper aims to investigate the problem of electronic commerce, its collection, and ways to reduce its problems. We reached the following results and recommendations: Holding forums and courses. The study used the descriptive approach and the analytical approach, and the study concluded that: Algeria Algeria has many different tourism components that qua- lify it to be a tourism pole par excellence. However, the Algerian tourism sector suffers from many pro- blems that hinder it from achieving what is expected of it. Tourism revenues from foreigners are also cha- racterized by weakness when compared to the revenues of Algerian expatriates, from which the largest percentage of revenues comes. In addition, the Algerian tourism sector’s contribution to output and em- ployment is at weak rates. From this standpoint, we must think and work seriously in order to exploit its potential in the best way. Tourism investment is considered one of the basic activities that provide investment opportunities capable of competing in the global tourism market, as the boom in tourism investment directly affects the economies of countries. This investment represents part of the total investments, and a source of revenues and job opportunities. To achieve the objectives of the study, the statistical package program of banking services, through a questionnaire distributed to a group of customers of the Algerian Foreign Bank BEA Tiaret, where this data was analyzed using the SPSS program. After the study, we concluded that there is a positive, balanced relationship between electronic management and the quality of banking services, that is, there is a positive, statistically significant effect between the use of electronic management and the availability of banking services, and this indicates that the more modern technology is used, the quality of banking services improves and is a factor that attracts clients and customers while increasing the intensity of competition. Among various banking institutions. It is considered a strategic option to develop its services and to confront various potential challenges in the banking marketwas relied upon in order to reveal the relationship. Et dans cette étude, nous allons faire la lumière sur la wilaya d’Ouargla, qui est une wilaya touristique, qui les invite à la nécessité d’adopter le marketing touristique à promouvoir leur destination et leurs services touristiques, pour profiter de la fréquentation touristique, ce qui nous amène à mettre en évidence la réali- té de la pratique du marketing touristique et son impact sur l'amélioration de l'image du tourisme à la wilaya d’OuarglaItem معوقات استعمال الإدارة الالكترونية في المرافق العامة في الجزائر من وجهة نظر المواطنين – دراسة حالة دارالبلدية لولاية عين تموشنت، الجزائر(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023) زينة, بن وسعد; هند, مهداويتهدف الورقة البحثية التالية إلى التعرف على مدى استعمال الإدارة الالكترونية في دور البلديات ودورها في تحسين مستوى الخدمات المقدمة للمواطنين اللذين سيمثلون عينة الدراسة المركز عليها لمعرفة مستوى رضاهم عن كلّ من الخدمات الالكترونية والخدمات الشخصية التي توفرها لهم دار البلدية متخذين في ذلك ولاية عين تموشنت كمقر للدراسة الميدانية، والاستبيان وتحليله باستعمال التحليل الاحصائي 27 spss كأداة للخروج بنتائج للدراسة . توصلت الدراسة إلى أنّ هناك إرادة قوية من طرف الحكومة الجزائرية للسعي نحو التغيير ورقمنة الخدمات في دور البلديات، مم أسفر عن تحسن معتبر في مستوى الخدمات المقدمة فيها إلاّ أنّ النتائج المحققة على أرض الواقع لا تتوافق مع الأهداف المسطرة من البرامج الحكومية وذلك نظرا لعدم رضا المواطنين المستجوبين على الخدمات المقدمة لهم من دار البلدية؛ من خلال ما سبق قمنا بطرح التوصيات التالية : - العمل على نشر ثقافة الإدارة الالكترونية في الأوساط الشعبية قبل بداية استعمالها؛ - العمل على تكوين العمال في المرافق العامة حول استعمال التكنولوجيات الحديثة من جهة وحول مبادئ العلاقة مواطن – إداري من جهة أخرى؛The following research paper aims to study the extent of the use of e-government in municipal offices and its role in improving the level of services provided to citizens. The paper will select a sample of citizens who benefit from the services provided by the municipality of Ain Temouchent to study their level of satisfaction with the e-services and personal services provided by the municipality. A questionnaire will be used to collect data from the selected sample, and then the data will be analyzed using the spss 27 program to obtain the results of the study. The study found that there is a strong will on the part of the Algerian government to pursue change and digitize services in municipal offices, which has resulted in a significant improvement in the level of services provided. However, the results achieved on the ground do not comply with the objectives set out in the government programs, due to the dissatisfaction of the surveyed citizens with the services provided by the municipality of Ain Temouchent.
