In our study, we relied on the descriptive approach in building the theoretical framework and case study in the practical side, and we also relied on the questionnaire that included questions related to the study variables, and 60 individuals were selected to whom a questionnaire was distributed as a tool for data collection, so that the study was conducted on a sample that included the staff of professors at the University of Ghardaia In the analysis, we relied on the data of the questionnaires on the Statistical Package for Social Sciences (Spss) and the electronic spreadsheet program (Excel). The data were also analyzed using basic compounds (Acp(. Finally, our study concluded with a set of results, the most important of which is the existence of an impact relationship and a role for information technology, which is reflected in the optimal use of its various components in achieving the dimensions of outstanding performance and their impact on educational results, focusing on the customer, as well as focusing on human resources results, leadership, governance, and even budget results, financial and market results. This study has been applied on many Algerian universities such as: university of Ghardaia ; university of Laghouat, university of Ouargla and Houari Boumediene University of Science and Technology. To reach the goal of this study, we had done the following statements First we showed the theoretical concept for both the intellectual capital and the outstanding university performance the the relationship between them. Secondly we had done some field studies; we distributed a questionnaire which holds some paragraphs that measures the principal variances of the study on head department teachers and universities rectors and directors, a hundred (100) random samples had been distributed. Also we have reached up to some results such as: It exists the strong positive relationship between the intellectual capital and the outstanding university performance on the associations the aim of this study. Not found statistically significant differences for the role of intellectual capital in achieving outstanding University performance due to personal and functional variables studied organizations (scientific qualification, years of service); There is an effect with statistic prove that stimulates the intellectual capital and produces it, besides the lecturers’ interests towards the outstanding performance. It exists no effect with statistic prove that reactivates the intellectual capital and keeps it on the outstanding performance. Some results have been reached from this work, such as: The importance of supporting the outstanding university researches that the employers do for the richness of the scientific research, from the university itself, Universities must develop its services that are introduced to the local society on which fits its social responsibilities.
