Item لجامعة ﺃﺑﻮ ﺑﻜﺮ ﺑﻠﻘﺎﻳﺪ-ﺗﻠﻤﺴﺎﻥ أنموذجاDspace المستودعات ﺍﻟﺮﻗﻤﻴﺔ المؤسسية ﻛﺂﻟﻴﺔ ﻟﺘﺤﺴين ﺟﻮﺩﺓ ﺍلخﺪﻣﺎﺕ في ﻣﺆﺳﺴﺎﺕ ﺍﻟﺘﻌﻠﻴﻢ ﺍﻟﻌﺎلي في ﻇﻞ ﻋﺼﺮ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ:المستودع ﺍﻟﺮﻗﻤﻲ(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023-11) محمد, عكيف; سعاد, ﺑﻮﻋﻨﺎﻗﺔلجامعة أبي ﺑﻜﺮ ﺑﻠﻘﺎﻳﺪ- ﺗﻠﻤﺴﺎﻥ في تحسين ﺟﻮﺩﺓ DSpace تهدف الدراسة إلى الكشف عن الإسهامات المستودع الرقمي ﺧﺪﻣﺎﺕﺍلمﺆﺳﺴﺔ ﺍﻷﻛﺎﺩيمﻴﺔفي ﻇﻞ ﻋﺼﺮ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎﺍﻟﺮﻗﻤﻴﺔﻭتحﻘﻴﻖ ﺍﻻﺳﺘﻔﺎﺩﺓ ﻣﻦ ﺍلمحﺘﻮﻯ ﺍﻟﺮﻗﻤﻲ ﻷﻋﻀﺎﺀ ﺍﺘﻤﻊ ﺍﻷﻛﺎﺩيمﻲ ﻭﺍلمﻨﺘﺴﺒين ﻣﻦ ﺩﺍﺧﻞ ﻭﺧﺎﺭﺝ ﺍلجﺎﻣﻌﺔ، ﻭﺫﻟﻚ ﻣﻦ ﺧﻼﻝﺍﻟﺘﻮﺍﺻﻞ ﺍﻟﻌﻠﻤﻲ ﻭﺍﻟﺘﺪﻓﻖ ﺍلحﺮ ﻟﻠﻤﻌﻠﻮﻣﺎﺕ ﺍﻟﻌﻠﻤﻴﺔ ﻭﺍﻟﺘﻘﻨﻴﺔ،ﻭﻟﺘﺤﻘﻴﻖ ﺃﻫﺪﺍﻑ ﺍﻟﺪﺭﺍﺳﺔ تم ﺗﻄﺒﻴﻖ ﺍلمﻨﻬﺞﺍﻟﻮﺻﻔﻲﻋبر ﻣﺮﺍﺣﻞ ﺍﻟﺪﺭﺍﺳﺔ ﺍﻧﻄﻼﻗﺎ ﻣﻦ ﻭﺻﻒ ﺍلمﺴﺘﻮﺩﻉ ﻋبر ﺍلمﻮﻗﻊ ﻭﺍﻋﺘﻤﺎﺩﺍ ﻋﻠﻰﺍلمﻘﺎﺑﻠﺔ ﺍﻟتي تلجﺎﻣﻌﺔﺃبي ﺑﻜﺮ ﺑﻠﻘﺎﻳﺪ-ﺗﻠﻤﺴﺎﻥﻗﺪ ﺳﺎﻫﻢ ﺑﺸﻜﻞ ﻛﺒير في تحﺴين ﺟﻮﺩﺓ ﺧﺪﻣﺎﺕ ﺍلجﺎﻣﻌﺔ ﻭﺧير ﺩﻟﻴﻞﻋﻠﻰ ﺫﻟﻚ تحﺴينﻣﻜﺎﻧﺘﻬﺎﻭﺗﺮﺗﻴﺒﻬﺎﻭﻃﻨﻴﺎ، لمﺎ ﻳﺘﻮﻓﺮ ﻋﻠﻴﻪ ﻣﻦ محﺘﻮﻳﺎﺕ ﻋﻠﻤﻴﺔ ﻭﻓﻜﺮﻳﺔ في مخﺘﻠﻒ ﺍﻟﻌﻠﻮﻡ ﻭﺍﻟﺘﺨﺼﺼﺎﺕ ﻭﺑﻌﺪﺓﻟﻐﺎﺕم ﺇﺟﺮﺍﺅﻫﺎ.ﻭﻗﺪ ﺃﺳﻔﺮﺕ ﺍﻟﻨﺘﺎﺋﺞ ﻋﻠﻰﺃﻥ ﺇﻧﺸﺎﺀﺍلمﺴﺘﻮﺩﻉ ﺍﻟﺮﻗﻤﻲThe study aims to reveal the contributions of the digital repository DSpace of Abi Bakr Belkaid University - Tlemcen in improving the quality of the academic institution’s services in light of the era of digital technology and achieving benefits from the digital content for members of the academic community and associates from inside and outside the university, through scientific communication and the free flow of scientific and technical information. To achieve the study's objectives, the descriptive approach was applied throughout the stages of the study, based on the description of the warehouse across the site and the interviews that were conducted. The results showed that the establishment of the digital repository DSpace for Abi Bakr Belkaid University - Tlemcen has contributed significantly to improving the quality of the university’s services, and best evidence of this is the improvement of its position and ranking nationally, due to the scientific and intellectual content it contains in various sciences, specializations and languages.the DSpaceItem ﺗﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻨﺔ ﻛﺄﻟﻴﺔ ﻟﺘﺤﺴين ﺟﻮﺩﺓ ﺧﺪﻣﺎﺕ المكتبات ﺍﻟﻌﺎﻣﺔ ﺑين ﺍﻟﻨﻈﺮﻳﺔ ﻭﺍﻟﺘﻄﺒﻴﻖ دراسة تحليلة(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023-12) قمرة, كرم شلواش; يونس, عزوقتهدف ﻫﺬﻩ ﺍﻟﻮﺭﻗﺔ ﺍﻟﺒﺤﺜﻴﺔ ﺇلى ﺇﺑﺮﺍﺯ ﻭﺍﻗﻊ ﺍﺳﺘﺨﺪﺍﻡ ﺗﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻨﺔ في ﺍلمﻜﺘﺒﺎﺕ ﺍﻟﻌﺎﻣﺔ، ﻭﻣﺪﻯ ﺗﺄﺛيرﻫﺎ ﻋﻠﻰ ﺟﻮﺩﺓ ﺧﺪﻣﺎ ﻭﻭﻇﺎﺋﻔﻬﺎ، ﻭﺃﻫﻢ ﺍﻟﺘﺤﺪﻳﺎﺕ ﺍﻟتي ﺗﻮﺍﺟﻬﻬﺎفي ﺗﻄﺒﻴﻖ ﻫﺬﻩ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ.ﻭﺫﻟﻚ ﻣﻦ ﺧﻼﻝ تحﻠﻴﻞ مخﺘﻠﻒ ﺍﻟﺪﺭﺍﺳﺎﺕ ﺍﻟﺴﺎﺑﻘﺔ في ﺃﺩﺏ ﺍلمﻮﺿﻮﻉ ﺑﺎﻻﻋﺘﻤﺎﺩ ﻋﻠﻰ ﻣﻨﻬﺞ تحﻠﻴﻞ ﺍلمحﺘﻮﻯ ﻭﻋﻠﻰ ﺍﻟﺒﺤﺚ ﺍﻟﻮﺛﺎﺋﻘﻲ ﻛﺄﺩﺍﺓ لجﻤﻊ ﺍﻟﺒﻴﺎﻧﺎﺕ.ﻭﻗﺪ تم ﺗﻘﺴﻴﻢ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺷﻘين:ﺍﻟﺸﻖ ﺍلمﻨﻬﺠﻲ، ﺍﻟﺬﻱ ﻳﺘﻀﻤﻦ ﺍﻷﻃﺮ ﺍلمﻨﻬﺠﻴﺔ ﻟﻠﻤﻮﺿﻮﻉ ﻣﻦ ﺇﺷﻜﺎﻟﻴﺔ ﻭﻓﺮﺿﻴﺎﺕﻭﺍﻟﺪﺭﺍﺳﺎﺕ ﺍﻟﺴﺎﺑﻘﺔ ﻭﺿﺒﻂ ﺍلمﻔﺎﻫﻴﻢ، ﻭﺍﻟﺸﻖ ﺍﻟﻨﻈﺮﻱ، ﺍﻟﺬﻱ ﺣﺎﻭﻟﻨﺎ ﻓﻴﻪ ﺗﺄﺳﻴﺲ ﺧﻠﻔﻴﺔ ﻧﻈﺮﻳﺔ ﺷﺎﻣﻠﺔ ﻭﻛﺎﻓﻴﺔ ﺗﻠﻢ بمﺨﺘﻠﻒ ﺟﻮﺍﻧﺐ ﺍﺳﺘﺨﺪﺍﻡ ﺗﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻨﺔ في ﺍلمﻜﺘﺒﺎﺕ ﺍﻟﻌﺎﻣﺔ ﻭﺃﻫﻢ ﺍﻟﺘﺄﺛيرﺍﺕ ﺍﻟتي ﺃﺣﺪﺛﺘﻬﺎ ﻋﻠﻰ ﺟﻮﺩﺓ ﺧﺪﻣﺎتها وﻭﻇﺎﺋﻔﻬﺎThis research paper aims to highlight the reality of using digitization technology in public libraries and its impact on the quality of their services and functions, as well as the major challenges they face in applying this technology. This is done by analyzing various previous studies in the subject literature, relying on content analysis methodology and documentary research as a tool for data collection. The study is divided into two parts: the methodological, which includes the methodological frameworks of the topic from problems, hypotheses, previous studies, and conceptual clarifications, and the theoretical part, where we tried to establish a comprehensive and sufficient theoretical background that covers various aspects of using digitization technology in public libraries and the most significant effects it has had on the quality of their services and functionItem ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ ﻭﺗﻄﻮﺭ ﺟﻮﺩﺓ ﺧﺪﻣﺎﺕ ﺍﻟﺮﻋﺎﻳﺔ ﺃﻟﺼﺤﻴﺔ ﺍﻟﺘﺠﺮﺑﺔ الجزائرية :ﺍﻟﺘﺠﺮﺑﺔ الجزائرية(جامعة غرداية : كلية العلوم الإقتصادية ,التجارية وعلوم التسيير, 2023-11) سيليا, سلمي; اسية, قاة تركيﺗﻌﺪ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ ﺇﺣﺪﻯ ﺃﻭﻟﻮﻳﺎﺕ ﺗﻄﻮﻳﺮ ﻗﻄﺎﻉﺍﻟﺼﺤﺔ، ﺣﻴﺚ يمكنها تحسين ﺭﻋﺎﻳﺔ المرضى ﻭﻟﺪﻳﻬﺎ ﺍﻟﻘﺪﺭﺓ ﻋﻠﻰ تحسين ﺟﻮﺩﺓ ﺧﺪﻣﺎﺕ ﺍﻟﺮﻋﺎﻳﺔ ﺍﻟﺼﺤﻴﺔ ﺑﺸﻜﻞ ﻛﺒير في جمﻴﻊ أنحاء ﺍﻟﻌﺎلم.تهدف ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇلى ﺩﺭﺍﺳﺔ مساهمة ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ في ﺗﻄﻮﻳﺮ ﺍلجﻮﺩﺓ جهود الحكومة الجزائرية ﻹﺩﺧﺎﻝ ﻣﻔﻬﻮﻡ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ في ﻧﻈﺎﻡ ﺍﻟﺮﻋﺎﻳﺔ ﺍﻟﺼﺤﻴﺔ ﺍلخﺎﺹ ﺎ. ﺗﻈﻬﺮ ﻧﺘﺎﺋﺞ ﺍﻟﺪﺭﺍﺳﺔ ﺃﻥ ﺍﻟﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ ﻟﺪﻳﻬﺎ ﺍﻟﻘﺪﺭﺓ ﻋﻠﻰ ﺇﺣﺪﺍﺙ ﺛﻮﺭﺓ في ﺍﻟﺮﻋﺎﻳﺔ ﺍﻟﺼﺤﻴﺔ ﻣﻦ ﺧﻼﻝ تحﺴين ﺍﻟﻮﺻﻮﻝ ﻭﺇﺩﺍﺭﺓ ﺍﻟﺒﻴﺎﻧﺎﺕ ﻭﺍﻟﺘﺸﺨﻴﺺ ﻭﺍﻟﻌﻼﺝ، ممﺎ ﻳﺆﺩﻱ في ﺍﻟﻨﻬﺎﻳﺔ ﺇلى تحﺴين ﺟﻮﺩﺓ ﺧﺪﻣﺎﺕ ﺍﻟﺮﻋﺎﻳﺔ ﺍﻟﺼﺤﻴﺔ.ﻛﻤﺎﺗﻈﻬﺮ ﺍﻟﺘﺠﺮﺑﺔ ﺍلجﺰﺍﺋﺮﻳﺔ ﺍﻟﻔﻮﺍﺋﺪ ﺍلمحﺘﻤﻠﺔ ﻟﻠﺘﻜﻨﻮﻟﻮﺟﻴﺎ ﺍﻟﺮﻗﻤﻴﺔ في مجﺎﻝﺍﻟﺼﺤﺔ,بين الضروري لمواجهة التحديات حتى يتمكن الشعب الجزائري من الاستفادة الكاملة من الخدمات الصحية الرقمية في الختام من الضروري معالجة قضايا الخصوصية والأمن والوصول العادل حتى يتمكن جميع المرضى من الاستفادة من فوائد التكنولوجيا الرقميةDigital technologies are one of the priorities for the development of the healthcare sector, as they can improve patient care and have the potential to significantly improve the quality of healthcare services worldwide. The aim of this paper is to study the contribution of digital technology to quality development and the Algerian government's efforts to introduce the concept of digital technology into its healthcare system. The results of the study show that digital technology has the potential to revolutionize healthcare by, improving access, data management, diagnosis and treatment, ultimately leading to better quality healthcare services. The Algerian experience shows the potential benefits of digital technology in healthcare. Tackling the challenges is essential to reap the full benefits of digital health services for the Algerian population. In conclusion, it’s essential to address issue of confidentiality, security and equitable access so that all patients can benefit from advantages of digital technology.Item دور التكنولوجيا الرقمية في تحسين جودة الخدمات في الإدارات المحلية ضمن المحور الثاني: آليات تحسين جودة الخدمات في المؤسسات الاقتصادية الإدارات المحلية في ظل عصر التكنولوجيا الرقمية(جامعة غرداية : كلية العلوم الإقتصادية ، التجارية والعلوم التسيير, 2023-11) مليكة, حمزاوي; هشام, مسعوديدف هذه الدراسة الى الكشف عن دور التكنولوجيا الرقمية في تحسين جودة خدمات الإدارة المحلية حيث أن ادخال مفهوم الإدارة الالكترونية كآلية لتقديم الخدمة العمومية أصبح أمر حتمي على الحكومة الجزائرية لتتوافق مع التطورات العالمية والسريعة، وكوا قناة مفتوحة للاتصال بين المواطن والإدارة تمكن من تحسين الأداء والانجاز والفعالية في التنفيذ وزيادة الشفافية وتوفير المعلومات الدقيقة بالإضافة الى سهولة الوصول إليها للمواطن يمكن أن يساهم في تعزيز مشاركتهم وتفاعلهم مع الإدارة المحلية، بالإضافة الى المساهمة في محاربة الفساد الذي استفحل في ظل الإدارة التقليدية وبتالي تحسين جودة الخدمات المقدمة وتحقيق رضى المواطنين تجاه الإدارة المحلية. قمنا بإجراء دراسة ميدانية لمصلحة البيومتري لبلدية تيزي نبشار بولاية سطيف ولتحقيق الهدف قمنا بجمع الإحصائيات المتعلقة بالمصلحة الخاصة باستخراج بطاقة التعريف الوطني وجواز السفر البيومتري ، ومن بين النتائج المتوصل إليها أن من الدراسة الميدانية للبلدية أن الدولة الجزائرية تعمل على ادخال الخدمات الرقمية بالإدارة المحلية مما أدى الى تحسين ظروف استقبال المواطنين وتقريب الإدارة من المواطنThe study aims to uncover the role of digital technology in enchacing the quality of local administration services ,introducing the concept of government as a mechanism for delivering public services has become essential for the algerian government to align with global and rapid advancements ,serving as an open channel of حمزاوي مليكة ، جامعة فرحات عباس سطيف ط.د ا ث و ت را ا (Rahomoha@gmail.com ) البريد الالكتروني دور التكنولوجيا الرقمية في تحسين جودة الخدمات في الإدارات المحلية ضمن المحور الثاني: آليات تحسين جودة الخدمات في المؤسسات الاقتصادية الإدارات المحلية في ظل عصر التكنولوجيا الرقمية communication between citizens and administration, It enchances performance,efficiency, execution effectiveness,transparecy ,and provision of accurate information, moreover ; easy accessibility empowers citizens to engage and interact whith local administration, while also cotributing to combating corruption that has proliferated under traditional management, consequently, this enchances the quality of provided services and fosters citizen satisfaction towards local administration . The introduction of information technology, communication and electronic organization in the administrative field is considered the most influential on the administrative work, to ensure service efficiency through the application of the electronic management system, in an attempt to change the traditional methods of improving public service. The current study deals with the contribution of the electronic management system - as one of the outputs of the impact of digital technology on administrative work - in devoting efficiency and transparency in order to achieve quality in the provision of public service, By analyzing the most important functional entrances to electronic management, with a model for this path in the justice sector - correctional institutions as a model - and presenting pioneering international experiences in this field..
