    اليات تمويل التنمية المحلية في قانوني البلدية والولاية : دراسة نموذجية

    إن التنمية ومصدر تمويلها الهاجس الأكبر الذي يسيطر على تفكير المسؤولين إلى أخر هيئة محلية تسير وتنظم الشأن المحلي البلدية والولاية وتعزيز مكانتهما بنصوص قانونية تنظمهم، فوجب التفكير في كيفية تحقيق وإرساء تنمية مستدامة محلية ووطنية تتوزع توزيعا عادلا ومنصفا وتوفير الآليات التي تحققها وتجسدها، فإلى أي مدى تساهم آليات تمويل التنمية المحلية في تحقيق التنمية المستدامة في ظل قانوني الولاية والبلدية؟ وتوصلت الدراسة إلى أن قانوني الولاية والبلدية قد تطرقا إلى طرق ومصادر التمويل المحلي بشيء من الاقتضاب واعتمد في الأساس على الجباية ما أسهم في قصور التمويل والحد من موارده، عدم ضبط التنمية المحلية بإطار مرجعي بل بقي فضفاضا، الإسراع في الإصلاح المتعلق بالجماعات المحلية،الجبايةالمحلية،الديمقراطية التشاركية، التي تساير التطورات. Development and the source of its financing is the greatest thinking of the person in charge of the country, down to the last local body that conducts and organizes local affairs, and their status has been strengthened by legal texts that regulate them. Therefore, it is necessary to think about how to achieve and establish sustainable local and national development that is distributed in a fair and equitable distribution, and to provide the mechanisms that achieve and embody it. To what extent do local development financing mechanisms contribute to achieving sustainable development under state and municipal laws? its concluded that the state and municipal laws dealt with the methods and sources of local financing with some brevity and relied mainly on collection and taxes, which contributes to the lack of financing and limiting its resources,Accelerating reform is related to local groups, local collection, participatory democracy, and keeping pace with developments.

    المخططات البلدية ودورها في التنمية المحلية

    تعد المخططات البلدية للتنمية أحد أهم الأدوات التي تعتمدها البلدية في تحقيق التنمية المحلية، حيث نص عليها القانون رقم 11-10 بشكل سطحي، وقد جعل مسؤولية إعدادها على عاتق المجلس الشعبي البلدي في إطار إختصاصاتها، وذلك بغية تحقيق التنمية المحلية في المجالات الأساسية المهمة للمواطنين مثل الصحة، السكن، ...، إلا أن تطبيقها في الواقع تعترضها عدة صعوبات من بينها: المعوقات الداخلية والمعوقات الخارجية، وتنتج عن هذه المعوقات أثار سلبية على التنمية المحلية، مما دعا جميع القائمين عليها إعداد المخططات البلدية للتنمية من إيجاد مجموعة من الآليات التي تعزز دور المخططات البلدية للتنمية من أجل دعم التنمية المحلية. Municipal plans for development are one of the most important tools adopted by the municipality in achieving local development, as Law No. 10-11 stipulated them superficially, and it placed the responsibility for preparing them on the shoulders of the Municipal People’s Assembly within the framework of its competencies, in order to achieve local development in the basic areas important to citizens such as Health, housing, ..., but its application in reality is faced with several difficulties, including: internal and external obstacles, and these obstacles result in negative effects on local development, which called on all those in charge of preparing municipal development plans to find a set of mechanisms that enhance The role of municipal development plans in order to support local development.
