    This humble studyisaddressing a religiousphenomenonthat has spreadrecently, whichis the phenomenon of leniency in the fatwa under the pretext of facilitation, whichMuslims have been afflicted , infestatedwith and has been increased in ourpresent time withflimsy arguments, which are more important thandebilitating phase, without a mental or scientificreason, whichcaused a lot of chaos whenissuing Fatwa, many of whichwereinappropriateaccording to Islamiclaw .This studyconludedthat the advisory fatwa shouldbeassigned to scholars , and to the specialistssuch as scientificadvisoryboards/ councils, alongwithresorting to consenus of scholars in new cases, and to block access to methods ;waysleading to the fatwa , contributing in facilitating to the leniency of Fatwa by people who are neitherspecializednorknown for theirleniency in issuingFatwa,Therefore, the innovatedhereswhomisunderstood the Islamiclaw (Sharia) purposessothat the Fatwa remainswithgreatvalaublethen Mufti standing in place of the Prophet Mohammed ‘Peace Be UponHim’ so as that the person , in thisstatus, would have that sort of strength and should not beworthy and easy on whatheisissusing as Ftawa to people as well as heshould not beembarrassed in neithertelling the truthnordisguisingit .

    In this study, I dealt with the subject of a musoma entitled: "The views of Atta and Tawoos in Hajj". The problem was the following question: "What is the nature of the views of Ata and Tawoos in performing the rituals of Hajj?" To answer this question, I divided my research into three main topics and a preliminary requirement. In the preliminary demand to the life of the two worlds, and a general introduction to the subject, the first topic, which dealt with the capacity and ihraam in the pilgrimage, and in the second section where I discussed the tawaaf Alqarn, and stand mzdalefh in the pilgrimage, and the third section devoted to the work of Mina in Hajj. : That is gel and most fatwas Tender and peacock in the Hajj, based on facilitation, mitigation, and raise critical, and we need in our time
